Five, the export rebate rate of leather products has been raised, and the pressure of enterprises has been alleviated to a certain extent. Due to the global economic downturn and the further weakening of international market demand, China's leather export enterprises are facing a severe international market environment.

In order to alleviate the pressure on enterprises, the Ministry of Finance and the State Administration of Taxation issued the notice on raising the export rebate rate of some products in October and November 17th respectively, including raising the export tax rebate rate of leather, fur clothing and other fur clothing accessories to 11%, raising the export tax rebate rate of footwear, luggage and leather seats to 13%, and raising the export tax rebate rate of leather machinery and shoemaking machinery to 14%. 21

The two consecutive export tax rebate rate increase is absolutely good news for leather exporting enterprises, which can directly reduce the export cost of enterprises. During this period, 16.5% of the anti-dumping duties will continue to be levied.

The China Leather Association, on behalf of the whole industry, issued a solemn statement to the EU's action against the European Union in any way to extend anti-dumping measures in an unprovoked way. I hope that the European side will proceed from the facts and take into account the interests of the EU countries, and no longer extend anti-dumping measures against China's leather shoes.

At the same time, 60 domestic shoe enterprises submitted complaint materials in the shortest time, and actively responded to the anti-dumping sunset review.

At present, the Chinese Leather Association, the China Light Industry Arts and crafts import and Export Chamber of Commerce, the Wenzhou shoe leather industry association and the Guangdong anti dumping alliance four organizations reputation, jointly represent the Chinese enterprises to carry out industrial injury defense.

In 2008, four special regional co construction agreements were signed: "energy saving and emission reduction industrial upgrading shoe industry base - China footwear city Wenling", "environment-friendly fur base", "China fur capital, sang Po", "China fur science development demonstration base Zaoqiang", "China fur leather industry base Tong Tong Bao". In April, China Leather Association and China finance and trade light textile tobacco trade union first launched and formally launched the national leather industry "energy conservation and emission reduction environmental protection innovation award".

The selection scope of the "energy conservation and emission reduction environmental innovation award" includes: promoting the leather industry to effectively control pollution, energy saving, effective utilization of resources, reliable technology, economic feasibility, good potential for popularization, and technology, production technology, equipment and management system in the course of the development of the industry.

The results of the "energy conservation and emission reduction environmental innovation award" in 2008 were solemnly announced at the two annual enlargement meeting of the six China Leather Association held in Shanghai in September.
