3. new enterprises (without performance applicants) must meet the following conditions and provide corresponding evidence: enterprises newly built and put into operation and having annual processing capacity of more than 5000 tons of wool and top wool; enterprises registered in the administrative department for Industry and Commerce before January 1, 2014 and passed the latest annual examination; in 2013, there were no violations of customs, business, taxation, quality inspection, foreign exchange, social security, environmental protection, etc.; the approval documents of the competent authorities for construction project approval (project proposal or feasibility study report) and completion acceptance report.
