    In order to build a market-oriented talent evaluation mechanism, we should select talents in accordance with the same criteria. According to the spirit of the "implementation plan of the market allocation reform of human resources elements in Haining municipality" (Haihai office issued [No. 2014] 42), we decided to carry out the evaluation of talents in the "Chao Township special branch" as a pilot project.

       First, the object of evaluation.

    Three. Organization

    The establishment of talent assessment organizing committee is composed of Haining municipal talent office, Haining Municipal Bureau of letters, Haining Municipal Bureau of human resources and social security, and leather industry association. The office of the organizing committee is located in the Haining Municipal Bureau of human resources and social security, which is responsible for the formulation of evaluation methods, the issuance of information, the examination of declaration materials, and the organization of the jury meetings.       Four. Evaluation procedure

    The office of the organizing committee collate the evaluation materials according to the category of enterprises. The personnel evaluation committee recommends 30 talents for the reassessment based on the voting materials.

    4. review (before November 20, 2014)

    The assessment personnel interview the defense according to the comprehensive ability, the post contribution, the innovation value and the social benefit and so on. The talent evaluation committee produces the evaluation results based on the declaration materials and the interview situation by scoring and voting. 15 "Chao rural special talents" were recommended, 5 of them were "Chao Township special branch" talents, and 10 were two kinds of talents of "Chao Township special branch".

    5. publicity and commendation

    The evaluation results shall be publicized, and the "Chao Xiang special branch" talent certificate will be issued after the publicity is passed.

      Five. Application of results

    The assessment personnel can refer to the spirit of the relevant documents in our city. A group of talents compare the doctorate and two kinds of talents to the master's degree to enjoy the government allowance, and provide green passage services in the aspects of family members' employment and children's schooling. If qualified personnel are left, they will be revoked and no longer enjoy the relevant policies.

       Six. Related requirements

    (1) material requirements

    1. ensure that all declarations and documents must be true, accurate, up-to-date and complete without falsification, false record, misleading statement, concealment or major omission.

    2. ensure that the signature and seal of all declaration documents and materials are true.

    3. if the above commitment is violated, the qualification of the referee will be cancelled.
