Hangzhou Declared "Online Free Trade Zone" To Seek Standardization Of Cross-Border E-Commerce

Tong Guili, member of the Standing Committee of Hangzhou provincial Party committee, said that Hangzhou will declare to the state the Hangzhou free trade area of China, and truly promote the development of liberalization, facilitation and planning of cross-border e-commerce.

Under the demonstration effect of the Shanghai free trade area, Hangzhou's move is considered to be another way to upgrade the cross border electricity supplier.

Zhang Handong, director of the Zhejiang provincial business research institute, who is calling the program, said the declaration has already begun.

According to the data of China Electronic Commerce Research Center, in 2013, the scale of overseas purchasing market in China exceeded 70 billion yuan, and the consumption scale of domestic consumers "Hai Tao" doubled year by year, much higher than the growth rate of online shopping in China.

Cross border electricity providers and other new trade formats are becoming new growth points of China's foreign trade.

Zhang Zhouping, a senior analyst at the center, said in an interview with reporters that Hangzhou declared the online free trade zone, on the one hand, it aimed at solving the problems of geographical restrictions and low efficiency in the cross-border electric business park under the line, and on the other hand, it wanted to explore more cross-border e-commerce solutions through this way.

Hangzhou electricity supplier obvious advantages

Li Qiang, governor of Zhejiang province (micro-blog), said in October 30th that according to statistics from relevant departments, about 85% of Internet retail sales, 70% of cross-border e-commerce pactions and 60% of e-commerce pactions between enterprises last year were completed on the basis of Zhejiang's e-commerce platform pactions.

In 2013, the Zhejiang provincial Party committee and provincial government put forward the strategic thinking of "changing the electricity supplier to the market" and building an international e-commerce center.

As the national e-commerce center of the Yangtze River Delta region planning and the first batch of cross border e-commerce pilot cities in the country, Hangzhou has been developing vigorously in recent years.

A number of internationally renowned large business enterprises and many small and medium-sized businesses.

In 2014 1~9, Hangzhou achieved a total retail sales of 137 billion 817 million yuan, accounting for 36.30% of Zhejiang's total. It continued to maintain its first place, up 35.23% over the same period last year.

In the cross border electricity supplier pilot, in July 8, 2013, China (Hangzhou) cross-border trade e-commerce Industrial Park was officially opened, and Hangzhou became the first Chinese cross-border e-commerce pilot service to enter a substantive operation of the city.

The park was the main supplier of e-commerce exports, and in March 1, 2014 tested the "direct purchase" mode, and then opened the import business pilot "online shopping bonded" mode.

Taking the pilot import business as an example, as at October 30th, the total value of the total import and export volume of the bonded import business of Hangzhou economic and Technological Development Zone has exceeded 180 million yuan, and the trading orders have exceeded 350 thousand orders. The paction volume has reached 81 million 490 thousand yuan. The single day trading peak has broken through the ten thousand mark since August, and reached 16519 single day trading in September 22nd, ranking the first in 7 pilot cities nationwide.

However, Zhang Zhouping said there are still many difficulties in cross-border e-commerce.

They are all small value packages and so on. They can not get the customs declaration form, even if they go to declare, the cost is too large, and the reporting intention of the enterprises is not strong. Therefore, we need to find a way to achieve unified declaration and facilitate the cross-border tax refund and settlement of foreign trade enterprises.

In addition to the industrial base and policy advantages, Hangzhou is close to the Shanghai free trade zone.

In April 2014, Hangzhou issued the "opinions on Hangzhou's integration with the development of China (Shanghai) free trade pilot zone". It proposed that we should further expand the pilot project of Hangzhou cross border trade e-commerce Industrial Park, and take the lead in exploring the new mode of e-commerce, such as "customs clearance, quality inspection, taxation, settlement, payment, logistics", to create the "first mover advantage" and "leading position" of Hangzhou's cross border e-commerce industry, set up a working group of Hangzhou online free trade pilot area, carry out basic research and plan formulation, and actively declare "China's (Hangzhou) online free trade pilot area".

Explore cross-border e-commerce solutions

Regarding the structure and content of the Internet Free Trade Zone, Zhang Handong, the director of the Zhejiang provincial business research institute, who has participated in the formulation of the programme, said that (part) content is still under study, and the declaration work has begun and is not convenient to disclose at present.

According to media reports, the basic structure of the Internet free trade area can be divided into six systems and two platforms.

The six systems are information sharing system, financial service system, intelligent logistics system, e-commerce credit system, risk prevention and control system, and statistical monitoring system. The two platforms include the online single window platform and the comprehensive park platform under the line.

Content, the online free trade zone will establish two "negative list", that is, online trading management negative list, public credit management negative list.

The negative list will specify which products can not be traded online, and which enterprises can not deal online on credit issues.

Zong Peimin, chairman of Huarui Investment Group Co., Ltd., said that the "Free Trade Zone on the Internet" will make exports more convenient. If there are some policy support, I believe it will be a great benefit to cross-border electricity supplier enterprises and related private enterprises.

Zhang Zhouping said that the establishment of the "Internet free trade area" is more to seek policy support, to solve the problems under the current foreign trade online and offline, including customs clearance, settlement, tax rebate, etc., to explore the development of cross border e-commerce comprehensive service system and the basic information standards and interface standards related to the import and export of cross-border e-commerce, such as online customs clearance, inspection and quarantine, tax rebate, settlement and so on, so as to achieve standardized information circulation between customs, state inspection, national tax, external management and other e-commerce enterprises and logistics supporting enterprises.

But overall, due to the unclear content, the impact on related industries remains to be seen.
