    In January 27, 2014, China and France welcomed the establishment of diplomatic relations 50th anniversary.

    Over the past 50 years, after many trials and hardships, China and France have finally established a comprehensive strategic partnership with strong foundation, broad cooperation and mutual benefit.

    In 1997, China and France decided to establish a "comprehensive partnership".

    In 2001, China and France launched the "strategic dialogue", and in 2004, at the time of establishing diplomatic relations 40th anniversary, they decided to upgrade the "comprehensive partnership" into a "comprehensive strategic partnership".

    The establishment of a comprehensive strategic partnership between China and France is having a major and far-reaching impact on the two countries and international relations.

    According to relevant data, China is currently the largest trading partner of France in Asia. France is China's fourth largest trading partner in the EU, the fourth largest real investor and the second largest technology importing country. China and France have become one of the most important economic and trade partners of the other side.

    The deep contacts between China and France in the textile and garment industry are also increasingly close. The China Fashion Association and the French fashion association signed a cooperation agreement in Paris, France, in August 29, 2005 to work together to promote exchanges and cooperation between the two garment industries.

    At present, mutual support and participation in information exchange, professional training and major activities are in an orderly manner.

    It is worth noting that in March 27th of this year, Chinese President Xi Jinping attended the 50th anniversary commemorative meeting of the establishment of diplomatic relations between China and France in Paris and delivered an important speech.

    He said: in the past 50 years, China and France and the two peoples have jointly cultivated the spirit of independence, mutual understanding, foresight and win-win cooperation in developing bilateral relations.

    This spirit expounded by President Xi Jinping has important guiding significance for opening up a better future for Sino French relations, and has an unusual guiding significance for the future cooperation between China and France in the textile and garment industry.

    In implementing the strategic process of Sino French textile and garment industry cooperation, it can be summed up as four principles: "complementary advantages, strengthening cooperation, strategic planning, and win-win development".

    First, "complementary advantages".

    On the one hand, both China and France have a long history of culture.

    In the cultural temperament and national character, Gu Hongming, a famous scholar in the late Qing Dynasty and the early Republic of China, evaluated the similarity between Chinese and French people.

    He thought that only the French understood the real Chinese and Chinese civilization best.

    The French have an extraordinary mental quality, that is, "sensitivity".

    Apart from being deep, broad and simple, the characteristics of the Chinese and Chinese civilization should be supplemented with the most important one, namely, sensitivity.

    France has set off the "Chinese craze", and the eastern civilization has influenced a large number of French philosophers and thinkers.

    Montesquieu, Voltaire, Rousseau and Diderot are leaders of French Enlightenment. They are very concerned about China. They have explored many ethics and spirits from the history and reality of China.

    At present, the two countries have solid foundations in traditional cooperation areas, such as civilian nuclear energy, aviation, high-speed rail, automobile and so on.

    In the new field of cooperation, the two countries are "complementarity", and the Sino French textile and garment industry is a new field with typical complementarity.

    This complementarity is reflected in the following aspects: on the one hand, France is a big brand country; China is a big manufacturing country and a big consumer country, forming the complementarity between manufacturing and brand, complementation of brand and consumption. On the other hand, the cultural soil with distinctive characteristics and historical accumulation nourishes the complementary aesthetic and consumption view of the East and the west, and also opens up a broad space for the development of the fashion industry.

    Second, "strengthen cooperation".

    The exchanges between China and France in various fields of economy, culture and Commerce have effectively enhanced mutual understanding between the two peoples, eliminated potential conflicts between foreign cultures, promoted the integration of values, and laid a realistic foundation for strengthening cooperation.

    China's textile and garment industry has a strong domestic market as a support. It is expected that in 2020 it will replace the United States as the world's largest apparel retail market. This is the most realistic market base for consolidating cooperation between China and France.

    In the future, the textile and garment industry of China and France should seize the realistic market opportunities and further strengthen cooperation, focusing on four directions:

    1. technological innovation in the upstream and downstream of the two textile and garment industry chains.

    Focusing on technological innovation with foresight and trend in the field of textile and clothing, we should further strengthen the resource complementarity, basic research, academic exchanges and personnel training.

    2. supply chain cooperation between textile and apparel brands of the two countries.

    Effectively link up quality design resources, high-quality production capacity and high-quality brand docking, enhance the efficiency of supply chain cooperation, and promote the overall upgrading and win-win development of the two countries' textile and apparel industry chain.

    3. fashion industry diplomacy and influence communication.

    Using the professional exhibitions, mainstream media, fashion consumer media and textile and garment professional media of the two countries, we will promote dialogue between the two textile and garment industries, build information exchange platform, support original design power, and promote mutual recognition and personality complementarity between the East and the West.

    4. cross-border cooperation within and outside the textile and garment industry.

    As the important driving force and the necessary part of the fashion industry, the future textile and garment industry will become the mainstream trend.

    We should speed up cross-border integration in many fields such as the arts, IT, entertainment and other fields, and inject fresh vitality into the development of the textile and garment industry.

    In the future, the development of China and France's textile and garment industry should take a more strategic planning in line with the common development path, with a more inclusive mentality, more rigorous planning, more professional means, and a more sustainable development orientation, so that the cooperation between the two sides will be more sustainable, closer and more efficient.

    Two principles should be grasped mainly:

    1., explore various forms of economic and trade cooperation and the form of trade promotion.

    Many Chinese textile and garment enterprises are exploring various economic and trade forms.

    For example, overseas factories should be set up to better understand the consumption needs of the local market; overseas processing of domestic orders; the acquisition of foreign existing sales channels; the direct construction of commercial outlets outside China, and the exclusive sale of Chinese products.

    In the future, we should explore more diversified forms of economic and trade cooperation and trade promotion forms, and rationally plan the development path, so as to achieve the best matching of input resources and output effects.

    2., lay stress on the balance between visible investment and invisible soft power.

    China's textile and apparel industry is at a critical stage of development. The pformation and upgrading from "made in China" to "created in China" has become the consensus and the general keynote of the development of the industry.

    In the future, the Sino French textile and garment industry should strive to balance the visible investment and the invisible soft power in the process of cooperation, such as further promoting the dialogue and communication between Chinese and French fashion designers, perfecting the capital incubator system of excellent independent designers, promoting the conceptual collision and resource docking between the two industries, and accelerating the digitalization, intellectualization and information process of the textile and garment industry.

    Finally, "win-win development".

    Mutual benefit and win-win is China's strategy of opening to the outside world. It is a concrete manifestation of Scientific Outlook on Development's goal of "coordinating domestic development and opening to the outside world".
