In the fourth Plenary Session of the 18th CPC Central Committee, a grand blueprint for comprehensively promoting the rule of law was put forward, which raised new and higher requirements for the work of the Federation of industry and commerce.

The leaders of the Municipal Federation of industry and Commerce believe that implementing the strategy of administering the country according to law is to further promote the "rule by law", help private enterprises strengthen the awareness of the rule of law, build a model of managing enterprises according to law, and enhance the ability of managing enterprises according to law, thus adapting to the new normal of the rule of law economy.

Because the Dalian Federation of industry and Commerce has attached importance to legal work for a long time, it has formed a series of legal service systems, such as propaganda, education and training, risk warning, special investigation, and solving problems and difficulties, and has accumulated good experience for the legal system construction of private enterprises.

As early as 2012, the Dalian Federation of industry and Commerce issued a questionnaire to 1000 member enterprises in view of the current situation of the legal risk prevention mechanism of private enterprises in the area, and visited 30 large enterprises with more legal disputes and strong representativeness.

Through investigation, it is found that the consciousness of seeking legal protection in private enterprises' business activities is poor: 60.4% of enterprises do not have legal personnel involved in formulating rules and regulations, 50.5% of enterprises signed contracts signed by non legal personnel, 81.3% of enterprises have not signed a confidentiality agreement for confidentiality and liability for breach of contract, and 72.8% of enterprises have zero investment in legal risk management.

In view of the above situation, Dalian Federation of industry and Commerce starts the activities of "three advances" (into chambers of Commerce, enterprises, districts and counties).
