At the thirteenth meeting of the twelve NPC Standing Committee held recently in Hunan, Tang Huizhong, director of the Audit Office of the province, made a report to the provincial people's Congress Standing Committee on the implementation of the provincial level budget implementation and other financial revenue and expenditure audit in 2013.

In addition, the report on the implementation of the provincial budget implementation and other financial revenue and expenditure audit and rectification in Henan Province in 2013 shows that the province has now turned over 177 million yuan in the retention money, withdrawing 73 million 432 thousand and 200 yuan subsidy, recovering 20 million 791 thousand and 300 yuan pension, and rectify 37 million 310 thousand yuan to be appropriated for misappropriation of special funds. The recovery of 205 million yuan was squeezed out of the expressway construction fee, and the 29 million 650 thousand yuan was refunded for violating the staff and workers' fund-raising. 622 people were punished, and 28 were investigated for criminal responsibility.

The implementation of the audit budget in 2013 is 1 billion 709 million yuan, which has been rectified for 1 billion 326 million yuan, with a rectification rate of 77.6% and 132 people.

Hubei provincial audit rectification rectification 7 billion 610 million yuan illegal funds, 182 people punished.

According to the statistics of the audit results of the above five provinces, the funds for rectification of irregularities have exceeded 10 billion yuan, and nearly 1000 people have been held accountable.

Different from previous years, this year, the provincial audit departments have also strengthened the mechanism innovation and improved the policy system in order to strengthen the intensity and effectiveness of audit accountability.

Take Hunan Province as an example, the provincial government in July this year, the provincial people's Congress deliberated the audit work report, that is, the provincial government executive meeting was held, thematic research and deployment of rectification work, requiring all departments and units "leaders" as the first person responsible for rectification, lists the list of rectification tasks, sets out timetable, puts in place rectification within the prescribed time, and implements reconciliation account number.

In addition, the Hunan Provincial Audit Office issued a letter of correction to the relevant municipal government and provincial departments, and sent a rectification and inspection team to supervise the rectification and build the system.

Wang Yukai, a professor at National School of Administration, told reporters in the daily economic news that the biggest problem facing China's auditing work at present is that the accountability mechanism is not strict enough, which has led to the pformation of auditing work in China into a vicious circle of "committing crimes every year, changing year after year".

In response, the State Council's opinion on strengthening audit work issued by the State Council in late October (hereinafter referred to as "opinion") pointed out that we should strengthen the oversight role of auditing, improve the auditing mechanism, and pay close attention to the rectification and implementation of audit finding problems.

In order to implement the above opinions, this year, many provinces combine the rectification work with the strengthening of system construction, improve the system, mechanism and policy system, and strengthen management from the source.

Take Hunan Province as an example, at present, 79 rules and regulations have been set up in the province, including the system of fund management and capital allocation.

Wang Yukai said that strengthening audit accountability should also enhance the openness and pparency of audit accountability, strengthen supervision over audit results, and expose departments that refuse to rectify, so as to ensure the normal operation of national policies, projects and funds.
