Speeding Up The Declaration Of Free Trade Area Is Difficult.

Ningxia, Henan and other provinces have also made similar demands recently.

Speed up the declaration of free trade zones

Accelerating the pace of declaration of free trade zones is due to the possibility of expanding the FTA.

On December 5th, Liu Weiping, governor of Gansu Province, presided over the sixty-fourth executive meeting of the provincial government, and put forward the establishment of a free trade zone on the basis of Lanzhou New District, promoting the construction of Gansu section of the Silk Road Economic Belt, and actively constructing an important portals and sub regional strategic base for opening to the West.

It may not be easy for other regions to pass the approval of the FTA.

The reason is that many of the experiences that can be directly replicated in Shanghai have been pushed across the country. Many reforms to be implemented in Shanghai, such as Renminbi capital account convertibility, liberalization of investment in free trade zones and liberalization of commodity pactions, need to be further implemented.

The reporter learned that at present, the basis of declaration of FTA is different, some are in the name of bonded area, others are in the name of development zones or high-tech zones.

More experts believe that the FTA should be different from Shanghai.

Gu Xueming, vice president of the Research Institute of the Ministry of Commerce, held a symposium on expert consultation held by the Henan provincial government in December 2nd. The Henan free trade area should have its own characteristics.

For example, the integration of the Zhengzhou airport comprehensive economic experimentation area and the Central Plains Economic Zone, the characteristics of the advantages of industrial resources Shen construction free trade zone; and from the perspective of making bigger and stronger circulation, deepening the reform of the circulation system and the supervision of things in and after the event as the characteristics of Henan Shen Jian free trade area.

Some experts also believe that Henan should give full play to the special advantages of Zhengzhou airport comprehensive economic experimentation area, cross-border e-commerce and other advantages, build an international logistics integrated service base led by air logistics and industrial clusters based on airport industrial bases, vigorously develop re export trade, processing trade and service trade, and form a global Trading Center for the mainland to buy and sell the world.

Zhang Baotong, deputy director of the academic committee of the Shaanxi Academy of Social Sciences, pointed out that many cities can not do the free trade area like Shanghai because of their own limitations, but they can develop in combination with local characteristics.

For example, Xi'an has the largest oil field in the country, and there are plans for East to west oil and west to east gas pmission.

An energy finance and trade zone can be established in Xi'an.

"It is difficult to completely copy Shanghai's free trade in every city, but it is not impossible to change its relevance and combine its advantages."

Some experts pointed out that at present, other cities in order to build a free trade area, in addition to the characteristics of the content, we need the NPC's authorization, because many reforms in the free trade area do not apply to the current laws.
