Recently, China Spin Yang Jun, Deputy Secretary General of the Federation of industry and deputy director of the industrial transfer office of China Textile Industry Federation, said in an interview with reporters that the transfer of China's textile industry showed many aspects this year. On the one hand, the industrial transfer park is in steady development, and on the way of its own development, on the other hand, the textile industry transfer has developed from simple industrial displacement to technology and equipment upgrading, and has improved the overall strength of the industry.
Three major features highlight the new characteristics of industrial transfer.
Characteristic park becomes a new trend of transformation
Textile industry transfer is facing many opportunities and challenges at present. Some of the textile industry's parks have been born with their own characteristics and advantages.
The golden Kola Industrial Park in Jiangjin, Chongqing, is one of them. The golden Kola industrial park takes the theme of fashion as the direction of the park construction. It hopes to become the first professional cluster platform with a complete industrial chain in the real sense, clearly positioning it as "industry leader and world platform", with the core positioning as "big production, big logistics, big finance, big data and big culture". Among them, large production includes "big, medium and small" Health Industry Ecology (that is, above 50 scale). brand Enterprises, 200 small and medium-sized growth enterprises and more than 600 entrepreneurial micro enterprises and the "upper, middle and lower" complete industrial chain cluster (covering the whole industry chain of procurement, R & D, design, production, logistics, sales, etc.). In particular, the most authoritative "textile and clothing equipment center" in the western region will be introduced into the park in the eastern developed areas to create a new industrial future.
Also in the Midwest, Guang'an cowboy textile and clothing trade science and Technology Industrial Park in Western Sichuan has also gradually developed and expanded with its unique advantages. There are now 32 production enterprises dominated by the cowboy chain. Upgrading of technology and equipment is the main theme.
In fact, a notable feature in the transfer of textile industry is that the textile industry has developed from simple industrial displacement to upgrading of technology and equipment.
Jiangxi Fengxin Industrial Park started construction from a yarn 10 years ago. Now it has reached the production capacity of 2 million spindles. It not only started the extension of the industrial chain, but also gratifying is that the investment company Fujian Jinlun chemical fiber company has adopted the top domestic and foreign equipment in the two and three phases of construction. Replacing manpower with equipment, not only the quality of products is improved, but also the efficiency of labor is increased. At present, a complete textile industry chain has been formed for raw materials, spinning, weaving and dyeing.
The same is true of the new textile industrial park in Xianyang, Shaanxi. It is understood that all the equipment in the industrial park is the most advanced in the world and will not lag behind in 20 years. At present, the number of enterprises entering the park will be reduced from 200 to 36, and annual labour productivity will be increased by more than 8%.
Similarly, Ningxia's Ruyi Textile Industrial Park is upgrading the equipment level in the industrial transfer. Ruyi Group intends to invest 50 billion in textile industry transfer. In September 3rd, 150 thousand yuan has been put into operation. At present, it has invested 7 billion 800 million yuan, and the international first-class equipment adopted by Yi textile has also become the highlight of textile industry transfer, especially the introduction of ecological and digital textile into the direction of China's textile development.

Manpower and policy are important advantages.
In the current transfer of textile industry, human resources and policy advantages are two very important factors.
First look at human resources. In some textile industrial parks in Anhui Province, the average age of labor employment is 26.5 years old, and male workers occupy about 10% of the number of workers. On the contrary, Jiangxi Fengxin County, Fengxin County resident population of about 40 thousand people, the textile industry park is located in the county town, the park employs 22 thousand people, and the lack of labor has made the newly put enterprises face the dilemma of recruitment difficulties. In the central and western regions that undertake industrial transfer, the demand of middle and high-end managers is greater.
"With the continuous improvement of labor productivity, middle and high-end managers and high-quality labor force will become one of the factors that affect industrial transfer and upgrading." Yang Jun said.
Look at the policy aspect. In the process of industrial transfer in the central and western regions, enterprises are concerned about the policies of local governments because they pay much attention to the cost elements. Yang Jun introduced the Xiangyu textile industry in Baoshan, Yunnan as an example. Xiangyu textile is the production of covered yarn. The cost of electricity in the production process of covered yarn accounts for about 10% of the cost of the whole product. If produced at Yiwu base, the average electricity price is 0.76. yuan / degree, and the preferential policy offered by the local government is the electricity price of 0.38 yuan / degree when Baoshan bases are produced.
There are more preferential policies in Xinjiang. The local government of Xinjiang stipulates that Xinjiang employees in the Xinjiang enterprises will receive three years' subsidy in accordance with 50% of the basic old-age insurance premiums paid by the enterprises. They will continue to enjoy 12 months' minimum treatment for those who enjoy minimum allowances and obtain employment in textile and garment enterprises. At the same time, it also arranges funds from the special funds for the development of textile and garment industry, and supports the park to build or guide social capital to build standard factories.

Four major issues are more prominent.
In fact, despite some breakthroughs in the textile industry in 2014, there are still a series of problems.
Yang Jun pointed out that first of all, the development of the park is constrained by resources. In particular, influenced by macroeconomic regulation and control, many construction land index of the park can not meet the needs of land for construction projects, and the landing of the project is affected. Part of the enterprises in the park are facing difficulties in recruitment and expensive employment. Generally speaking, the advantages of the central and western regions in land and labor resources have been gradually weakened. Some parks are restricted by investment funds and infrastructure construction is lagging behind.
Secondly, the development of parks is extremely unbalanced. Although most of the parks are in good development, there are still some problems in the pilot parks. The development of some parks is slow, some parks are still in the start-up stage, and some pilot projects are too few.
Thirdly, the financing difficulty of park enterprises is outstanding. Since the beginning of this year, the financing threshold for enterprises in the parks has been obviously raised, and the difficulty of financing is even more prominent. Many enterprises are facing the threat of capital chain breaking and have to face down production. Some enterprises in the park are affected by the problems of the capital of the coastal headquarters.

Finally, there is homogenization competition in local parks. For example, in Chongqing, Jiangjin and Hechuan District, there are three thousand mu level garment industrial parks, including Chongqing Shang Meng Fashion Industrial Park, Banan Korla international garment industrial city and Western costume science and Technology Pioneer Industrial Park. Coupled with some small garment industrial parks, the parks face serious homogenization competition. With the weakness of the industrial base in the central and western regions, the lag in transportation construction, the high cost of logistics and the shortage of industrial workers, it is more difficult to attract investment in some parks.
Breaking the "normal" development mode
In view of the problems faced by the textile industry in the current stage, Yang Jun believes that the development mode of the economies of scale is unsustainable, and the concept of development must be changed. Under the impact of the current mobile Internet, the park should set up a development mode that goes beyond the conventional way, and make unified planning for the industrial chain of the industrial transfer pilot park. Especially in the links involving printing and dyeing, which involve environmental protection, we must not transform it without upgrading it. Instead, we should transform and upgrade, increase emissions supervision and create a fair market environment. As early as possible, support policies similar to that of Xinjiang textile should be introduced early, so that industrial transfer enterprises will have long-term stability, especially for high-tech and bio fiber industries.
Yang Jun pointed out that we should give full play to the leading role and driving role of the eastern region in industrial transformation and upgrading and regional structural adjustment. Coordinate the international and domestic resource elements and promote regional structural adjustment based on strengthening the ability of global resource allocation and cross regional and cross cultural management capabilities. Driven by simple low cost, it will transform to value creation and continuously enhance the linkage and cooperation between regional industrial chains. At the same time, we should also pay close attention to the major regional strategies of transnational resources allocation and the Silk Road Economic Belt, the Yangtze River economic belt, Beijing, Tianjin and Hebei, and revitalize the old industrial base in the northeast. We should deepen the new pattern of integrated cooperation, optimize the layout of industrial chains, strengthen the coordination of regional development, and actively take advantage of the strategy of the state to increase support for new urbanization in the central and western regions, and promote the construction of integration of production and city.
Yang Jun said that we should give full play to the typical exemplary role of industrial transfer and increase the publicity and promotion of the advanced experience of the park. Through the research and visit of the park, we sum up the successful experience of each park, grasp the key, set a good example, and do a good job in the service and information exchange of the park. At the same time, we should promote the intellectualization construction of the park, constantly improve labor productivity, pay attention to the ability of sustainable development, pay attention to the construction of talents with the development of science and technology, create a platform for efficient productivity, and ensure the direction of industrial transfer with the national development strategy.
