The 10 aspects are clear about the negotiation form, time arrangement, participants, negotiation preparation, consultation activities, consultation results submitted, consultation opinions feedback and organization implementation.

For example, to carry out consultations around the provincial Party committee's major decisions, the plan explicitly consulted the provincial Party committee's consultation meeting or the provincial CPPCC special consultative meeting, and held 10 days before the major decision of the provincial Party committee, including the leaders of the provincial Party committee. After the consultative activities were carried out, the provincial Party committee conscientiously studied and actively adopted the suggestions and suggestions, and the provincial Office of the CPC General Committee put forward suggestions for adoption to the provincial CPPCC feedback after the meeting.
