Houjie Builds "Exhibition Core Area"

Recently, at the fifth session of the fifteenth Dongguan Municipal People's Congress, the Dongguan municipal government clearly pointed out that Houjie Town should be perfected as the core function of Dongguan Convention and Exhibition Center.

　　 Houjie Wan Zhuopei, chairman of the Township Committee and chairman of the town people's Congress, said: "we should improve the function of Houjie as the core town of the city's Convention and exhibition center so as to enhance the concentration of the exhibition industry."

He said the number of existing exhibitions in Houjie is more than that in Houjie. Guangzhou Shenzhen is relatively small and its scale is not large. However, it has decided to take the exhibition industry as an important strategy for economic development.

Wan Zhuopei said that after the demolition of the Convention and Exhibition Center in the urban area of Dongguan, the exhibition of the original core area of the city will be transferred, and Houjie will strive to do a good job of docking.

But Wan Zhuopei also stressed that Houjie should be the core of the exhibition, not the core Town, because the Convention and exhibition industry in Houjie is Dongguan's Convention and exhibition industry. The Houjie exhibition industry will walk on 3 legs: supporting existing exhibitions, introducing new exhibitions, undertaking exhibitions in cities and other towns.

Wan Zhuopei believes that if the core town is called Houjie Convention and exhibition industry, if it is called the core area, then the Houjie exhibition industry is the Convention and exhibition industry in Dongguan. This will enhance the visibility and concentration of Houjie Convention and exhibition. In the face of competition between Guangzhou and even the provincial and overseas exhibition cities, Houjie can be more emboldened and even become a convention City, just like Dongguan is a city of libraries.

According to people familiar with the matter, the construction of Dongguan CBD North District will be launched in 2015. Houjie will play a more perfect role as the core town of exhibition.

According to the report, at present, the development of MICE industry has been vigorously promoted in both Zhuhai and Macao, but the radiating power of each city as a convention city is limited. Therefore, under the good policy environment of the country, Zhuhai and Macao should strengthen cooperation to promote the integration and development of the exhibition industry in both places, and work together to build an international conference and exhibition center with an international influence on the West Bank of the Pearl River mouth.

The report recommends that the special plan for the cooperation and development of Zhuhai Macao exhibition industry be jointly prepared. The two sides will invest in the Zhuhai Macao Convention and exhibition industry cooperation and development fund, invest in infrastructure and key projects that affect the development of the exhibition industry in both places, and sign the "Zhuhai Macao Convention and exhibition industry cooperation and development strategy framework agreement".

The report recommends that Hengqin New Area as an important platform for promoting the moderately diversified and sustainable development of Macao's economy. The two sides can jointly build the exhibition Industrial Park, focusing on cultivating Convention and exhibition brands, attracting large projects to settle down, and achieving industrial agglomeration effects by highlighting industrial themes.

In order to build Zhuhai Macao as the world's most famous and most active and well matched world-class Convention and Exhibition Center in the West Bank of the Pearl River Estuary, the report recommends that the exhibition industry should be explicitly included in the preferential policies and preferential catalogues of enterprise income tax in Hengqin new area. In addition, the governments of Zhuhai and Macao need to work together to build a better mutual benefit mechanism. If we strive to promote cross-border movement of personnel and exhibits in Guangdong, Macao, Zhuhai and Macao, we will facilitate customs clearance; assist Macao Convention and exhibition service providers to set up foreign exchange accounts in Hengqin, encourage cross border transactions in exhibition business to use RMB settlement; take the lead in Hengqin's comprehensive opening to Macao service enterprises; implement the same standard for all Chinese capital entering Hengqin and Macao capital, so as to facilitate joint development between Macao and Guangdong.

The report suggests that Zhuhai should actively formulate encouraging policies to promote the development of Zhuhai MICE industry, such as the establishment of Zhuhai Convention and exhibition industry development fund, and the introduction of Zhuhai Convention and exhibition brand support measures.
