The report recommends that the special plan for the cooperation and development of Zhuhai Macao exhibition industry be jointly prepared. The two sides will invest in the Zhuhai Macao Convention and exhibition industry cooperation and development fund, invest in infrastructure and key projects that affect the development of the exhibition industry in both places, and sign the "Zhuhai Macao Convention and exhibition industry cooperation and development strategy framework agreement".

The report recommends that Hengqin New Area as an important platform for promoting the moderately diversified and sustainable development of Macao's economy. The two sides can jointly build the exhibition Industrial Park, focusing on cultivating Convention and exhibition brands, attracting large projects to settle down, and achieving industrial agglomeration effects by highlighting industrial themes.

In order to build Zhuhai Macao as the world's most famous and most active and well matched world-class Convention and Exhibition Center in the West Bank of the Pearl River Estuary, the report recommends that the exhibition industry should be explicitly included in the preferential policies and preferential catalogues of enterprise income tax in Hengqin new area. In addition, the governments of Zhuhai and Macao need to work together to build a better mutual benefit mechanism. If we strive to promote cross-border movement of personnel and exhibits in Guangdong, Macao, Zhuhai and Macao, we will facilitate customs clearance; assist Macao Convention and exhibition service providers to set up foreign exchange accounts in Hengqin, encourage cross border transactions in exhibition business to use RMB settlement; take the lead in Hengqin's comprehensive opening to Macao service enterprises; implement the same standard for all Chinese capital entering Hengqin and Macao capital, so as to facilitate joint development between Macao and Guangdong.

The report suggests that Zhuhai should actively formulate encouraging policies to promote the development of Zhuhai MICE industry, such as the establishment of Zhuhai Convention and exhibition industry development fund, and the introduction of Zhuhai Convention and exhibition brand support measures.
