Premier Li Keqiang chaired a State Council executive meeting on February 25th to determine measures to further reduce taxes and reduce costs, support small and micro enterprises' development and entrepreneurship and innovation, deploy and speed up major water conservancy projects, promote steady growth and structural adjustment with public product investment, and decide to raise the subsidy standard of secondary vocational schools and ordinary high schools, and help the growth of poor students and skilled talents.

The meeting held that, in response to the current downward pressure on the economy and keeping the economic operation in a reasonable range, the positive fiscal policy must be intensified and effective.

We must persist in innovating macro control ideas and ways, focusing on creating new engines for public entrepreneurship and innovation, expanding the supply of public goods and services, pforming traditional engines, strengthening directional regulation and control, increasing fiscal and tax policy support, reducing taxes and lowering fees, encouraging entrepreneurial innovation, promoting social employment and regulating income distribution, promoting the construction of public facilities including major water conservancy projects, expanding the demand for effective investment, and promoting structural adjustment and related industries.

The meeting confirmed that a series of countries had been introduced in the early stage.

On the basis of this, we will continue to increase tax reduction and tax reduction efforts for small and micro enterprises and entrepreneurial innovation.

First, from January 1, 2015 to December 31, 2017, the scope of small and micro enterprises to reduce the preferential tax policy of enterprise income tax will be increased from less than 100 thousand yuan per year (including 100 thousand yuan) to less than 200 thousand yuan (including 200 thousand yuan), and the enterprise income tax will be paid at 20% tax rate to help small and micro enterprises grow as fast as possible.

Two, from April 1, 2015 onwards, the actual income from the non monetary assets such as equity, real estate, technological inventions and other non monetary assets that have been piloted will be extended to the whole country by one-off tax to phased tax policy, so as to stimulate the vitality of private investment.

Three, the unemployment insurance premium rate will be reduced to 2% from the 3% stipulated in the current regulations. The specific ratio of unit and individual payment should be determined on the basis of considering the improvement of unemployment insurance benefits, the promotion of unemployment reemployment and the implementation of the policy of stabilizing unemployment allowance for unemployment insurance.

Preliminary estimate that only this reduction measure will reduce the burden of enterprises and employees by about 40000000000 yuan each year.

The meeting pointed out that since last year, the relevant departments and local governments have accelerated the construction of major water conservancy projects in accordance with the deployment of the State Council to increase the supply of public goods. 57 of the 172 major water conservancy projects currently included in the plan have been started construction, 27 are planned to start within this year, and the rest must step up the preliminary work.

These projects are mainly concentrated in the central and western regions, involving agricultural water saving, water diversion, key water sources, river and lake management, and new large irrigation districts.

Speeding up the construction of these major projects is related to the well-being of the people and is conducive to promoting coordinated regional development.

The meeting stressed the need to implement the goal responsibility system, speed up project approval and funding, and strive to complete the feasibility study and approval of new projects by the end of July this year.

Before the end of May, all the investment in water resources in the central budget reached more than 90% before the end of June.

Two, we should give full play to the role of development finance and provide bridging funds for local water conservancy projects through special bridge loan.

Local governments can also raise funds for construction by adjusting their expenditure structure.

Three, we should encourage social capital to participate in the construction of major water conservancy projects through reform, through fiscal discount or other marketable financing channels.

Four, we should carry out special supervision and supervision on relevant provinces and key projects. We must promptly adjust investment plans and capital budgets in a serious lag in progress, and urge rectification and corresponding accountability.

The major water conservancy projects will be built smoothly on schedule, and better play the benefits of promoting development and improving people's livelihood.

In order to increase the intensity of student aid to the economically difficult families and speed up the training of skilled talents, the meeting decided that from 2015 spring semester, the standard of national grants from secondary vocational schools and senior high schools should be raised from 1500 yuan per year to 2000 yuan, and we should study and improve the policy of student loans in Colleges and universities.

Help more families with financial difficulties to complete their studies and cultivate more skilled builders for the country.
