    Employment situation

    The following trends are presented:

    (1) the number of migrant workers is decreasing and the proportion of local employment is increasing year by year.

    At present, there are 1 million 2 thousand and 400 employees in the two or three industry of our city, 680 thousand of whom are in the city, accounting for 67.84%, and 322 thousand and 400 workers in other places, accounting for 32.16% (255 thousand of them are in other provinces and 63 thousand and 900 in other cities outside the province).

    Among the registered workers in other provinces, Hunan, Sichuan and Guangxi are the main provinces, among which 74 thousand and 900 are Hunan, 43 thousand are Sichuan, and 34 thousand and 600 are Guangxi.

    According to investigation and monitoring, in recent years, the proportion of labor force in other provinces has been decreasing year by year, and the proportion of local labor force has been increasing year by year.

    The number of migrant workers returning home increased year by year, and the number of people returning home in 2014 was 24 thousand and 300, an increase of 15.7% over the same period.

    Shortage of workers

    Has gradually emerged

    Monitoring shows that in recent years, the problem of lack of work has gradually emerged. In the past 3 years, the total number of workers in the city has increased from 19 thousand to 28 thousand.

    Enterprises with "recruitment difficulties" are concentrated in enterprises with labor-intensive industries. The labor gap in manufacturing industry is rather large. The lack of posts in ordinary line workers is particularly prominent, mainly concentrated in the processing of electronic machinery, clothing, footwear, ceramics and catering services.

    The rate of missing posts is 18%, accounting for 85% of the total number of missing jobs, followed by the lack of high-end technical talents, accounting for 10%.

    Recruitment difficulties

    The problem will further highlight.

    In this new round of capital pfer competition, Qingyuan has obvious regional advantages and will likely attract more such industries to enter.

    For example, the Qingyuan Changlong project, the 40 billion yuan South China logistics hub project and the 30 billion yuan Guangdong home science and technology new city project, which have invested 30 billion yuan, have been signed and stationed.

    However, some realities that our city faces will make it difficult for the future employment difficulties to be further manifested.

    1. there are not enough labor force to pfer employment in our city, and the Pearl River delta still distributs many labor force in our city.

    According to the survey, at present, the household registration labor force in our city is about 2 million 500 thousand, of which 1 million 850 thousand are rural labor force, 1 million 700 thousand of the actual labor force is deducted from school students.

    Our city has been a large export market for labor force. After nearly six or seven years of "double shift" work, the rural labor force pferred to the two or three industry has about 750 thousand people.

    At present, rural residents are basically old people, children and women, and young people who are unwilling to go out to work.

    The rest of the labor force for pfer of employment is not much, and the pfer of employment to the labor force is mainly a new growing labor (about 35 thousand) and a part of the women left behind.

    According to the statistical yearbook, in recent years, the number of secondary technical school students has decreased by about 8000 a year, and the average number of secondary school students has been reduced by about 20 thousand per year.

    The demographic dividend has subsided.

    At the same time, because Qingyuan is only two or three hours away from the Pearl River Delta, working in the PRD is still the choice of most rural youth.

    It is estimated that the number of people going to work in other cities in the next few years will still be around 400 thousand.

    2. the surrounding provinces and cities have launched the "labor security war", making it difficult to continue to rely on the labor force imported from other provinces.

    In recent years, due to the large number of industrial workers are becoming huge investment competitiveness, the original recruitment problem is becoming an important consideration at the starting line.

    In order to attract the pfer of high quality enterprises in the Pearl River Delta, the surrounding provinces and cities have staged "labor security war" and "employment struggle", not only "cutting off" the local labor force, but also trying to prevent them from going to other provinces to work, and doing everything possible to "stay" in the labor force with all kinds of means, so that their hearts and desires will remain in the local labor.

    For example, the Chenzhou municipal Party committee and the municipal government set up "industrial park enterprise employment service special funds", and put out 15 million yuan of financial funds to reward enterprises recruitment, vocational training subsidies, and encourage migrant workers to return home for employment subsidies.

    At the same time, Chenzhou regards the park as a city construction and even a scenic spot construction with the advanced urban planning concept.

    The Chenzhou export processing zone we visited is not far from the main entrance of the park. It is the Chenzhou gymnasium, the museum, the Dongcheng passenger station, the bus line dedicated to Chenzhou West Rail Station, and the Biguiyuan park.

    As for residential areas, the export processing park is just like a new modern urban area.

    In Ganzhou, Jiangxi, the focus of migrant workers' stay in the city is to solve the problem of migrant workers living in peace and contentment and children's enrollment.

    Migrant workers are included in the preferential policies for enjoying public rental housing, and migrant workers work for 6 months or more. Industrial and commercial households can apply to the education department for their children to arrange their education near the local government and enjoy the same treatment with the local citizens, which greatly meets the housing needs of migrant workers and the needs of their children's education.

    Therefore, in recent years, the labor force of other provinces in our city has been decreasing year by year. In 2012, 2013 and 2014, the labor force in the provinces was 262 thousand, 259 thousand and 255 thousand, respectively.

    In the three provinces and regions that we visited, such as Hunan, Jiangxi and Guangxi, only Hezhou in Guangxi also expressed willingness to continue to maintain agreement with our labor service delivery.

    More and more local governments began to introduce policies to attract migrant workers in the Pearl River Delta region.

    In the visible future, the way to import labor through relying on other provinces and cities will be gradually closed.

    3. the imperfect facilities of industrial parks make the problem of recruitment harder.

    At present, the planning and construction of many parks in Qingyuan is lagging behind, and the construction of industrial parks is everywhere. Due to the excessive dispersion of resources and financial resources, construction funds are scarce and infrastructure facilities are lagging behind.

    First of all, the most obvious is that the parks are located in villages and towns far away from the center of the city. Taking the bus trip of the Industrial Park as an example, at present, most of the more remote parks, it is not easy for employees to get in and out of the city every day.

    Some enterprises arrange cars on holidays and send their employees to downtown shopping. But for most employees, if they want to go out of the city centre, they have to wait patiently for longer buses, which will no longer cause inconvenience to their daily lives.

    In addition, there seems to be no comprehensive and effective solution to the problem of shopping, leisure, sports venues and education difficulties of migrant workers.

    As a result, the supporting facilities that are closely related to employees have not been able to keep pace with the development environment. Even if the enterprises can recruit people, it is difficult to retain the new generation of migrant workers, and can not retain the high-end talents such as R & D, management and so on.

    Compared with our city, the industrial park in Chenzhou, Hunan is doing better.

    When the research group visited the Chenzhou export processing zone, the supporting facilities there were in place.

    According to the latest survey results of the Municipal Association of Qingyuan (non Party Intellectuals' Association), 12 thousand graduates from vocational schools in are less than 30% of them.

    According to the staff responsible for enterprise personnel, due to the inconvenient pportation of the park to and from the urban area and the station, the applicants who initially reached the job intention did not come to the interview.

    This has also become an example that companies often invite themselves to ridicule.
