According to the investigation conducted by the Provincial Department of Commerce on export processing zones and some key leading enterprises in Xianyang, Baoji, Weinan and Xi'an, the main difficulties facing foreign trade enterprises in our province lie in the low demand in the international market, and some of the key export markets for equipment manufacturing and manufacturing in our province, due to the decline in the prices of international energy resources, the shortage of foreign exchange, the decline in import demand, the general appreciation of the RMB against the main currencies other than the US dollar, and the decline in the export efficiency of enterprises.
It is understood that an important reason for the decline in imports in the first quarter is that the Samsung project had a large amount of equipment imports in the same period last year, and there is no new equipment import this year. If the factor is excluded, the import will increase.
In the survey, telephone understanding and questionnaire survey, most foreign trade enterprises are optimistic about the import and export trend of the whole year.
Analysis of the industry, accompanied by Samsung project package operation and ZTE Xi'an intelligent terminal production base formally put into operation, it is expected that the second half of the province's foreign trade situation will be better than the first half of the year, the annual foreign trade import and export target is more likely to complete.
Many enterprises in our province have made it clear in the survey that under the current domestic market bad situation, we will intensify the international market development and make good use of "two markets and two kinds of resources".
A few days ago, the State Council issued several opinions on accelerating the fostering of new advantages in foreign trade competition, emphasizing that we should vigorously promote the pformation of China's foreign trade from scale speed to quality and efficiency.
In this regard, the Provincial Department of Commerce will take the following measures to promote sustained and healthy development of our province's foreign trade.
First, we should strengthen cooperation with e-commerce in Hongkong's TDC, train and guide enterprises to expand publicity through the Hongkong TDC B2B foreign trade e-commerce platform (UNCTAD), promote brands, expand international markets and conduct cross-border e-commerce.
At the same time, we should strengthen cooperation with the Ministry of Commerce, China International Business Center (CIECC), Alibaba, global resources, Shaanxi product network and other domestic business platforms, and promote multi-channel SMEs to enter the international market.
The two is to organize relevant provincial departments and financial institutions to hold a forum, study and formulate specific work plans, speed up the introduction of pertinent measures, and adjust the relevant policies of our province to support foreign trade and import and export, so as to make precise policies and consolidate the traditional advantages of foreign trade.
Three, we should speed up the implementation of the national and provincial import discount policy, encourage and support enterprises to expand the import of advanced technology, equipment and raw materials, and give full play to the effectiveness of policies, and continuously enhance the enterprises' ability to introduce, digest, absorb and innovate, and enhance their core competitiveness.
Four is to seize the "one belt and one road" economic and trade development opportunities.
We will continue to organize 20 enterprises in our province to participate in the "China Commodity Exhibition" in Almaty, Kazakhstan, and expand the share of Shaanxi commodities in the Central Asian market. On the other hand, we will invite the relevant countries of "one belt and one road" to come in, and introduce the relevant policies and laws for the enterprises in our province, and resolve the risks of "going out" and strengthen the confidence of "going out". At the same time, we actively prepare for the 2015 SCO national commodity exhibition, and strive to achieve breakthroughs in the import and export of the countries along the Silk Road Economic Belt through this commodity exhibition.
