　 Reporter: Nowadays, the most concerned topic in the industry chain is cotton quality. The theme of this international cotton conference is "quality consumption inheritance and innovation". What do you think of cotton quality?

　　 Dai Gongxing: at present, the transformation and upgrading of China's textile industry is accelerating, the production of low-end yarns has been shrinking, the production of medium and high end yarns has increased, and cotton quality has also been put forward higher requirements. On the one hand, cotton sales are difficult on the one hand, but on the other hand, high quality cotton is in short supply in line with the requirements of textile enterprises. For a long time, under the environment of insufficient supply, we have been working hard to increase output to support the rapid development of the textile industry. Since the reform and opening up, China's total cotton production and output have increased by more than 2 times. With the change of supply and demand, rapid upgrading of consumption level and consumption structure, quality construction should be the focus of our work. From this perspective, the relative surplus of production has provided favorable opportunities for our industry to adjust the production structure and improve the quality of cotton. The mode of industrial development urgently needs to shift from extensive growth of scale and speed to intensive growth of quality and efficiency.

For example, in some areas, cotton growers are too close planting in order to increase cotton yield, but affect the quality of cotton. I have consulted the China Bureau of fibres. If we lower the output and raise the quality of cotton, will it affect the interests of cotton farmers and reduce the income of cotton farmers? The answer is no, it will not only affect the income of cotton farmers, but also increase their incomes. Therefore, the government should guide cotton growers to change their planting varieties, planting techniques and planting habits voluntarily, from emphasizing production to paying attention to quality.

Of course, the efficiency of cotton production in China is not high, the efficiency is low, and the quality problems are caused by the long-term household production mode. Therefore, first of all, we must transform production relations, gradually carry out moderate scale operation, raise the level of organization, socialization and intensification of cotton production, and ultimately realize agricultural modernization. I propose a technical problem that belongs to the category of productivity, that is, machine picking cotton. For thousands of years, we have been picking cotton by hand. Now artificial cotton picking is not only inefficient, but also brings quality problems, such as "three wire" problem. Especially with the change of supply and demand relationship in China's labor market, cotton picking is imperative. However, from the aspect of cotton production, we must solve a series of problems such as varieties, cultivation techniques, fertilization and field management. This must also be organized by the relevant government departments.

Reporter: at present, cotton stocks remain high, cotton prices fall, cotton planting area is declining, and cotton industry chain links are not easy. What do you think is the biggest challenge for the industry in the future?

　　 Dai Gong Xing The slowdown has become the "new normal" of China's economic development, and the cotton industry is also faced with many problems such as insufficient textile demand and falling market prices. From the market supply and demand situation, cotton prices fell on the one hand, resulting from high inventory supply oversupply, but more closely related to the global economic weakness. In 2015, with the emergence of economic recovery in some countries of the United States and the European Union, China's textile and clothing export situation has improved. In the first quarter of this year, the export of textiles and clothing was US $59 billion 800 million, up 3% over the same period last year, an increase of 2.4 percentage points over the same period. But before the global economic recovery, the industry still faces many challenges, the biggest challenge is lack of demand.

Of course, in the face of such a situation, we are not doing nothing. As I mentioned earlier, we can make use of such a time to practice hard work and speed up transformation, improve quality and efficiency, and once the global economy is restored, we can return to its past glory. For China's cotton textile industry, we should strengthen our confidence and our country is the largest developing country with 1 billion 400 million population. Industrialization, information technology, urbanization and rural modernization are advancing simultaneously. The consumption structure of urban and rural areas is in a period of adjustment. The consumption level of residents, especially the consumption level of rural residents, will continue to grow, which has huge potential for domestic demand. Therefore, China's cotton textile industry's great power status has been difficult to shake for quite a long time.

Dai Gongxing: indeed, at present, how to eliminate such a huge inventory of stock reserves of more than 1 million tons at present is a topic of great concern to all of us. With regard to the problem of cotton reserves, I think, first of all, according to market supply and demand, we should appropriately reduce cotton planting area, do not pursue single unit production, and focus on improving quality, so as to slow down market pressure. Secondly, the time and quantity of storage must be cautious, and the purpose of gradual release is not to impact the market, nor to suppress the market. Third, the pricing method of reserve cotton is to conduct auctions or government pricing, and also to seriously study it. At the same time, state finance should be given certain subsidies.

Reporter: what do you think is needed to improve the target price subsidy policy implemented for 1 years? As the endorsement of industrial interests, what has China Cotton Association done in the development of industry?

　　 Dai Gong Xing: in 2014, the cotton target price reform pilot project was launched. In general, the expected target was achieved, the market mechanism was formed, the cotton price was basically integrated, the competitiveness of the textile industry was improved, and the interests of cotton farmers were protected. Facing the new situation of increasing planting costs and increasing pressure on resources and environment, we need to sum up our experience in implementing the cotton target price policy for nearly 1 years, and we should make further efforts in improving subsidies and reducing operating costs. The subsidy should be linked to output and quality, so as to establish a mechanism of "who will fill the subsidy", and guide farmers to choose good seeds, breed better land, invest more, and improve quality, so as to improve the accuracy, timeliness and scientificity of subsidies. In addition, we should further explore ways of subsidizing cotton production in China, such as agricultural insurance, agricultural research, technology extension, infrastructure construction, market promotion, and other comprehensive agricultural production service subsidy measures, so as to form a policy system combining comprehensive subsidies and specialized subsidies, and guide cotton production to intensive, scale, environmental protection and sustainable development through subsidies. In the long run, a long-term and stable policy is expected. It is necessary to establish a long-term mechanism for supporting the cotton industry, and to clarify the principles and guidance of subsidies. This will help encourage cotton producers and operators to actively and boldly invest in cotton production and circulation.

As a representative of the industry's interests, in recent years, the China Cotton Association has urged the government to formulate policies, standards revision and brand promotion to promote the quality of cotton, including putting forward policy subsidies and quality linkage; reflecting the high quality and high price in the "domestic cotton quality difference scale"; actively promoting the "China cotton" quality certification mark, advocating high quality, pure cotton and environmental protection ideas, and made some efforts.

Dai Gongxing: I went to the United States for an inspection. The production and transportation of cotton in the United States have already achieved information management. Computer technology has been applied to cotton production, circulation and management. The combination of cotton industry and Internet technology will help open up new growth space. For example, the application of Internet of things technology will help solve the professional technical problems of cotton production, inspection and logistics, optimize the logistics management process, improve efficiency, and promote the development of modern cotton logistics industry. Now some large cotton enterprises have begun investing in the construction of the Internet of things, cotton logistics park and big data information service platform. From here, I have seen the future of China's cotton industry.
