Enterprises are divided into four categories: A, B, C and D.

The opinion clearly points out that the comprehensive evaluation mechanism of enterprise efficiency will be based on the three major areas of industry, service industry and construction industry according to the targets of enterprise's per mu tax, enterprise unit energy consumption tax, unit tax, per mu added value and unit electricity tax.

Different types of enterprises
Implementation of differentiated factor allocation
According to different sorting of enterprise ABCD, enterprises will also implement differentiated factor allocation mechanism, involving finance, finance and taxation, land management, energy consumption, electricity consumption, sewage disposal, and government management services.
For the use of water, the water price of the ABC three types of enterprises is charged normally, but the amount of water in the water user plan for the D enterprises is paid in accordance with the prescribed price standard, exceeding the approved water use plan. In addition, in addition to paying the water fee according to the prescribed price, the super planned water fee is also paid.
If the tap water exceeds 30% of the planned water consumption, it can be charged 3 times the normal water price.
In terms of electricity consumption, the prices of A and B enterprises are implemented according to the normal electricity price level. C and D enterprises carry out differentiated tariff policies. C and D enterprises carry out the restricted differentiated tariff policy according to the total electricity consumption of 30% and 100% respectively.
In addition, when implementing the A-F plan of the orderly electricity consumption plan, we should carry out an orderly electricity consumption plan for a group of enterprises, and carry out an orderly power consumption plan for B enterprises.
