Leather making as the foundation of leather industry chain plays an important supporting role in the healthy development of leather industry. Since the reform and opening up, China's leather industry has developed rapidly, and has become a recognized leather power country in the world, and is making great efforts to develop into a leather power country.

At the early stage of development, the leather industry, like other industries, focused on economic development, neglected environmental protection, and caused some pollution to the local environment. Since the early 90s of last century, the state has gradually changed its extensive development model and entered the development era of equal emphasis on economic development and environmental protection. Under this background, the tanning industry has gradually increased its awareness of environmental protection and improved its effectiveness in pollution control.

During the "12th Five-Year" period, the environmental protection laws and regulations were continuously improved at the national level, the environmental protection law was revised, and the water pollution control action plan was issued. At the industry level, the "guidance on leather industry restructuring", the "tannery industry standard requirements" and "tanning" and "tanning" were introduced successively.

This means that environmental protection has really entered the backbone of China's political, economic and social life, and has also become the lifeline of the survival and development of enterprises.

Therefore, the tannery industry urgently needs to formulate a systematic document that can guide the industry's water-saving and emission reduction from the operational perspective.

Against this background, the China Leather Association started preparations in early 2014, and took the lead in organizing technical Specialized Committee, tanning Specialized Committee and leather chemical Specialized Committee experts and outstanding business representatives to participate in the project.

Academician of the Chinese Academy of engineering and Professor Shi Bi, Sichuan University, is the head of the establishment group, director of the technical Specialized Committee of China Leather Association and vice president of Shaanxi University of Science and Technology, Professor Ma Jianzhong.

After more than a year's hard work, the experts of the establishment group held several meetings, and made several drafts, and completed the compilation of the road map in mid August 2015.

From the strategic height of promoting our country from tanning country to tanning power, the roadmap is based on extensive investigation of the technological development situation of leather industry at home and abroad. It selects technical processes that meet the practical needs and operability of the industry, and puts forward the key technologies and key development directions of water-saving and emission reduction in leather industry.

On the basis of scientific analysis, the roadmap clearly defines the goal of water saving and emission reduction in the next 5-10 years.

In 2020, through the popularization of water saving and emission reduction technology in 13th Five-Year, the annual discharge amount of wastewater, CODCr, ammonia nitrogen, total nitrogen and total chromium decreased by 9.7%, 30.5%, 39.8%, 35.5% and 27.7% respectively compared with that of 2014. In the 2015, the annual discharge amount of wastewater, CODCr, ammonia nitrogen, total nitrogen and total chromium decreased 19.3%, 37.9%, 59.6%, 53.9% and 48.3% respectively compared with 2014.

According to the importance of technology and the urgency of time, the roadmap put forward the technology roadmap of water saving and emission reduction in the industry.

According to the importance of R & D and production demand of various technologies, the water saving and emission reduction technologies in tannery industry are divided into three categories: "top development needs", "advanced development needs" and "intermediate development needs". At the same time, according to the time urgency of the industry's demand for technological development, three types of technologies, such as "short-term development demand", "medium term development demand" and "long-term development demand", are put forward.

The roadmap provides a scientific basis for guiding the technological innovation and technology investment of leather industry in a forward-looking way, and provides decision-making basis for government departments to formulate policies.

China Leather Association hopes to promote the tannery industry to take the road of sustainable development of resource saving and environment-friendly through the release of the "road map", and guide our country from "tanning big country" to "tanning great power" at an early date, and comprehensively promote the development process of green manufacturing in leather industry, and lay a solid foundation for realizing the dream of "leather power" in China.
