In October 5th, the 12 negotiating partners of the p Pacific Partnership Agreement (TPP) reached a basic agreement at the Ministerial Conference held in Atlanta, United States, agreed to free trade and unified norms in a wide range of areas such as investment and intellectual property rights.

This means that the huge economic circle, which accounts for 4 of the world's total, will emerge as the times require, and China will be excluded.

Immediately, the "TPP conspiracy theory" and "China's isolation theory" flooded the media.

Even some people are alarmed: China will be forced to enter the closed door again.

At that time, I wrote that there was a plot in TPP, but there was not much conspiracy.

China does not exclude TPP. Although the US and Japan do not want to see China become a sponsor, they do not exclude China from joining the TPP.

I even asserted that before and after the Olympic Games, China and the United States had a tacit understanding of the TPP issue ("China will be isolated, and China and the United States have a tacit understanding on TPP").

Of course, this claim has been questioned by some readers.

Since 2013, China has set up 4 free trade experimentation area in Shanghai, Guangdong, Tianjin and Fujian. The core content of the experiment is actually the trade rules of TPP promotion, including negative list system and national treatment before access.

This shows that China has long been prepared to adapt itself to the new international trade rules in the future.

The State Council issued a high-profile trial "negative list system", and is also ready to fully promote after 2018, which can be said to deal with TPP, but its significance is far more than TPP.. Because the Chinese government has promoted the new international rules at the same time to promote the private enterprises in China, and regard it as a "starting point" to pform the functions of the government and promote the reform of the administrative examination and approval system.

This means that the Chinese government once again made practical actions to announce two things to China and abroad: first, China will unswervingly push ahead with reform; second, China will unswervingly advance.

Today, my prediction has been confirmed: the full text of the Chinese government website has issued the document No. 55 [2015], which is entitled "the State Council's opinion on the implementation of the negative list system of market access".

Behind this extremely important document, there is also an annex entitled "work plan for the pilot reform of the negative list system of market access".

It is worth noting that the date of signing this document is October 2nd, that is, the first 3 days of substantive breakthrough in the TPP negotiations.

This document requires: from December 1, 2015 to December 31, 2017, we will try out the negative list system of market access (including negative list of foreign investment) in some parts of the country, accumulate experience and gradually improve it, explore and form a unified list of market access negative list and corresponding system and mechanism, and formally implement a unified national market access negative list system from 2018.

So what is the "negative list system"? What does the State Council first test and then promote across the country mean? What does this have to do with TPP?

This is because in the past few decades, some countries have given the national treatment of foreign capital, but in the process of establishing foreign enterprises, "set the threshold" and "ambush".

In other words, you can be free after entering the door, but I won't let you in.

The "national treatment before admission" is actually the restriction of dismantling the door.

Since the establishment of the North American Free Trade Area in 1994, the United States has gradually established a set of new trade rules. "Negative list + pre admission national treatment" is its core.

There are, of course, regulations on labor rights, interests of pnational corporations, environmental protection, and state owned enterprises.

In terms of international rules, China is not "meeting the US".

Vice Premier Wang said at the end of last year when he visited the United States, "China and the United States are partners in the global economy, but the United States leads the world."

In the course of China's reform and opening up, the United States has dominated the world economic system and rules.

China's opening to the outside world means that we are willing to join the system, basically recognize these rules, and are willing to play a constructive role in the international economic system.
