It explicitly requested the footwear industry to vigorously promote cleaner production and intensify the cleaner production audit of the footwear industry. In 2013, the provincial environmental protection department listed it as one of the key industries of volatile organic compounds remediation in the Zhejiang provincial volatile organic pollutants remediation program.

At present, the state has not yet formulated the air pollution control standards for footwear industry.

The mandatory local standard proposal of this hearing proposes to stipulate that the relevant provisions of the emission limits, monitoring and monitoring requirements of the footwear enterprises or production facilities, as well as the implementation and supervision of the standards, shall be applicable to the discharge and management of air pollutants from the existing shoemaking enterprises or production facilities; environmental impact assessment, environmental protection facilities design, environmental protection acceptance and environmental pollution management of the production enterprises of the shoemaking enterprises or production facilities, except for compliance with the standards for pollutant discharge of synthetic leather and artificial leather industry (GB21902).
