The opinion is clear that our city supports enterprises to take part in the major infrastructure construction such as investment, trade, engineering contracting and pportation, energy and so on along the "one belt along the way" to drive exports of equipment, materials, products, standards and services.

We should encourage the development of foreign contracted projects such as rail vehicles, petrochemical and cement to develop high value-added areas such as project financing, design consultation and follow-up operations, and form EPC and BOT general contracting capacity.

Our city will accelerate the development of Central Asia, China and Europe (Nanjing), and realize the interconnection between Nanjing and the Silk Road Economic Belt Market hinterland.

A favorable environment for foreign trade development is an important support for the steady development of foreign trade.

The opinion put forward that we should increase the guiding role of financial funds, actively link up with financial institutions, make good use of special funds for financing risks of small and micro foreign trade enterprises at provincial level, encourage policy banks such as import and export banks, increase preferential buyer's credit and preferential loans, encourage commercial banks to expand the scope of foreign trade enterprises' mortgage collateral, and strengthen support for orders and effective import and export enterprises.

In terms of export credit insurance support, it is necessary to innovate the small and micro enterprise platform platform, expand the insurance liability appropriately and expand the coverage of micro businesses.

We should expand the support scale of short term export credit insurance to our export enterprises, increase the underwriting mode of medium and long term export credit insurance, and promote the financing insurance mode of accounts receivable buyout, financial leasing, etc., so as to ensure that the export financing of large complete sets of equipment should be guaranteed.

In terms of trade facilitation, we will continue to deepen the paperless reform of customs clearance, expand the scope of the "three one" pilot enterprises and pilot commodities, and promote the construction of "single window" to improve and expand the function of "single window".

We will optimize the customs clearance and integration of the Yangtze River Basin and establish a regional integration declaration, inspection and release mode.

We will actively implement the paperless management of export tax rebates and improve the efficiency of export tax rebates.

Policies such as zero value tax or tax exemption, value-added tax refund for foreign tourists, and departure tax refund for overseas tourists will be accelerated.
