However, Hong Tao, director of the Institute of Business Economics of Beijing Technology and Business University, does not mean that the city's strength will be finalists. At present, cross-border electricity providers focus more on wholesale, and the geographical location and industrial structure are also the criteria for evaluation.

According to the statistics, there are 10 pilot cities across the country, including Shanghai, Tianjin, Chongqing, Hangzhou, Guangzhou, Shenzhen, Zhengzhou, Ningbo, Fuzhou, Pingtan and so on.

It is understood that the pilot cities are basically involved in the declaration of cross-border electricity supplier test area.

As the first and only cross-border electricity supplier comprehensive test area in China, Hangzhou's experience in developing cross-border electricity providers will naturally become a "textbook" for other cities.

The Executive Council also explicitly requested that the new test area should promote the information interoperability mode of the six systems, such as enterprises, financial institutions, regulatory departments, and so on, and establish two platforms, such as online and offline.

The reason why we can take a step forward in the field of cross-border e-commerce is not only the factor of "congenital superiority", but also the result of "acquired efforts".

Before that, Hangzhou was the leading city in developing cross-border electricity suppliers in China.

"As early as in 2013, Hangzhou's electricity supplier turnover has exceeded 1 trillion yuan, ranking first in the country. In addition, Hangzhou's e-commerce industry chain is mature, and the surrounding enterprises are concentrated."

In addition, the existing interconnection system of the six major systems in the Hangzhou experimental area has well circumvent the risks that enterprises may encounter in operation. Moreover, Hangzhou has also opened up a lot of efforts to cross-border business enterprises. It is a good experience to speed up customs clearance and provide data support.

But in Hong Tao's view, the new pilot city must have its own "personality" to avoid it.

"Cross-border electricity supplier is not only an online trading mode, but also includes a series of components such as platform, industry, base and market cluster, which requires the city to excavate its own characteristics and rationally configure the resources to develop into the electricity supplier."

Bai Ming also admitted that a city with a certain electricity supplier will surely rush to the national policy, but no city can replicate Hangzhou's experience completely. City characteristics are both the chips for reporting and the future development direction.

"Strong financial cities and strong logistics cities have different emphasis in the development of cross-border electricity providers. For example, the cities in the Bohai rim region may focus on developing machinery, petrochemical and other fields, and pport hub cities such as Zhengzhou will put more energy on the logistics level."
