Cross Border Electricity Providers Please Note: 2016, Import And Export Trade Tax Policy Will Be Introduced.

Yang Zuotao, deputy director of the policy and regulation department of the General Administration of Customs of China, said that the customs is working with the Ministry of Finance and other relevant ministries and commissions to formulate a tax policy for retail sales of cross-border electricity suppliers, which is to be introduced in 2016.

In recent years, under the background of slowing growth of China's foreign trade, cross-border electricity providers have developed rapidly, and become the new driving force for the future development of import and export trade.

According to the statistics of China Electronic Commerce Research Center, the scale of cross-border e-commerce pactions in China was 4 trillion and 200 billion yuan in 2014. In the first half of this year, the scale of cross-border e-commerce pactions in China reached 2 trillion yuan, an increase of 42.8% over the same period last year.

But the rapid development of cross-border electricity providers has not been able to solve the tax problem well.

Yang Zuotao said frankly, cross-border electricity business makes fragmentation of trade, many of which are small package imports and exports, with batches of many, high frequency, low value of goods, varieties of characteristics, whether in the import tax or export tax rebate, it has a lot of difficulty.

The reporter understands that for the commodities imported from retail through cross-border electricity business, the lower postal tax is collected according to the general goods rather than a higher trade tax according to the import of goods.

Yang Zuotao said that the cross-border electricity supplier should follow the B2B2C mode in the future, that is, through the establishment of a bonded warehouse, to solve a series of problems existing in cross-border electricity providers.

The so-called B2B2C mode, that is, the business of the cross-border electricity supplier, moves the goods to the bonded areas located in China ahead of schedule. The customs first completes the corresponding inspections and is under the supervision of the customs. When consumers purchase, they deliver goods directly from the bonded area, reducing the pressure of Customs supervision caused by the direct import of large quantities of retail goods from overseas.

This mode is also a common practice adopted by the current cross-border electronic commerce platforms.

In June 2015, the State Council issued the guiding opinions on promoting the healthy and rapid development of cross-border e-commerce, pointing out: "supporting cross-border e-commerce."

Export enterprises should strengthen cooperation with overseas enterprises and integrate into overseas retail systems through standardized overseas warehouses, experiential shops and distribution outlets, and gradually achieve standardization of operation, specialization of management, intensification of logistics production and scientific supervision.

In October 2015, Vice Premier Wang Yang, who was studying foreign trade in Hangzhou, also made clear that B2B2C should be the main direction of cross-border e-commerce.

"Through the B2B2C mode, the focus of future regulation will be on the middle link, that is, cross-border e-commerce platform, which can also alleviate to a certain extent, the difficulty of supervision in the face of a large number of merchants and massive buyers."

Yang Zuotao said.

In addition to tax issues, the quality of cross-border e-commerce products has always been one of the focuses of attention.

At the annual meeting, Xu Xinjian, director general of the State Administration of quality supervision and inspection of China's General Administration of quality supervision and inspection, said that the current supervision of cross-border electricity providers is mainly faced with three difficulties: first, the laws and regulations of cross-border electricity suppliers are not sound enough, and the regulatory system is not perfect; two, the various regulatory departments and pilot cities involved in cross-border electricity providers, and the regulatory mode is not very coordinated; three, the lack of a unified and efficient information platform, it is difficult to implement comprehensive and effective supervision of cross-border electricity providers.

Xu Xinjian suggested that in the future, we should speed up the legislation of e-commerce, construct a perfect cross border electricity supplier supervision system, innovate supervision mechanism, and clearly cross border.

The main responsibility is to speed up the construction of information platform for sharing and exchanging.
