According to the plan, local standards for printing and dyeing industry will be established before March 2016.

Shaoxing will encourage the merger and reorganization of the dominant printing and dyeing enterprises, and strive to reach more than 20 printing and dyeing enterprises with output value exceeding 1 billion yuan by 2017. Shaoxing has already started concentrating its printing and dyeing enterprises on the coastal industrial area.

According to the plan, all printing and dyeing enterprises will be relocated to the gathering areas or upgraded locally by the end of 2017. Individual enterprises can be postponed to 2018 due to land implementation and construction cycle.

Among them, all printing and dyeing enterprises except Keqiao Binhai Industrial Zone will pfer to the coastal dyeing and printing industry gathering area.

Industry pointed out that on the one hand, enterprises will invest heavily in emission reduction.

And the expansion of production capacity depends on obtaining more emission permits. The increase of comprehensive production cost will further accelerate the clearing of backward production capacity in the industry.

Another market analysts believe that in the context of the industry's emission reduction and upgrading, leading companies are expected to gain more market share, such as the shares of civil aviation will benefit from the concentration of industry capacity.

The printing and dyeing industry will be listed in the negative list of the two level enterprise investment projects of the city and county, and the project approval shall be strictly carried out, and special regulation of illegal production capacity shall be carried out.

The printing and dyeing industry will also face more stringent environmental monitoring.

The plan proposes to intensify the online monitoring of printing and dyeing enterprises and intensify the work of energy conservation and emission reduction.
