In 2015, the import and export of service trade reached 713 billion US dollars, an increase of 14.6%, accounting for 18% of China's total foreign trade, ranking second in the world, accounting for the global share and China.

The proportion has achieved "double improvement".

Gao Hucheng said that at present, China's foreign trade has to upgrade the quality and efficiency of the traditional industries, and the stage of innovation and development of new industries. Speed conversion is a necessary step to improve quality, efficiency and innovative development of foreign trade, so we should speed up the adjustment of thinking.

The target of foreign trade growth in the year 2015 determined by the government work report is around 6%. However, in dollar terms, the actual increase in foreign trade in 2015 is -8%.

"There is a big gap between the expected target and the actual result last year. In fact, the gap has always existed in the past 20 years, and some years are even bigger than last year."

Gao Hucheng said, for example, the expected growth rate in 2003 was 7%, but the actual growth rate was 37.1%. In 2009, the target rate was 8%, but actually decreased by 13.9%.

"We are used to the high growth of foreign trade and are not used to negative growth, but in fact, Global trade is negative growth in 2015."

Imports fell by 2.9% and 14.1% respectively, but the latest figures released by WTO show that in 2015, exports and imports of the world's 71 major economies decreased by 11% and 12.6% respectively.

"We should adjust our thinking. China's foreign trade really goes to the stage of upgrading the quality and efficiency of the traditional industries and innovating the new industries.

In this stage, there will be problems of speed conversion, which is a necessary step for improving quality, efficiency and innovation.

Gao Hucheng further pointed out that last year, international institutions generally believed that the economic situation was better than in 2014, but the decline of commodity prices, such as cliff clippits, local conflicts and terrorism, all had a great impact on the economy. The actual situation was beyond expectations, and the trend of some problems is hard to predict accurately until now.

Gao Hucheng said that from the domestic point of view, in 2015, foreign trade still contributed 18% of the tax revenue to the whole country in the very difficult situation. Last year, the surplus of goods trade reached US $593 billion, which played a positive role in safeguarding national financial security.

From a global perspective, China's contribution to global economic growth was more than 25% in 2015.

Gao Hucheng said that in 2015, China's foreign trade has made four hard won achievements: first, China's industrial system is very complete, its industrial chain is very long, and its supporting ability is very strong; two, China has a strong ability to innovate; three, the pformation of traditional industries is accelerating, and new business forms are constantly innovating; four, the government is vigorously creating a business environment for enterprises to facilitate, efficient and rule by law, lighten the burden on enterprises and help foreign trade enterprises develop.

"I believe these good trends will continue in 2016."

He said.
