Xinjiang Promotes The Registration And Joint Venture Of Enterprises In Xinjiang To Achieve Win-Win Situation.

Following the operation of PetroChina Karamay Petrochemical Co., Ltd. and Sinopec Xinjiang Xinchun Oil Development Co., Ltd. last year, 26 days, 6 Sinopec, Xinjiang Petrochemical Sinopec Energy Sales Co., Ltd. and Urumqi Airlines Co., Ltd. registered and joint venture projects in Urumqi.

So far,

9 projects have been registered and registered in Xinjiang.

Since 2015, Xinjiang has accelerated the registering and joint venture cooperation of the enterprises in Xinjiang. The scope of the project extends from petroleum and petrochemical to civil aviation, and the cooperation involves the whole industrial chain of the middle and lower reaches of petroleum and petrochemical industry.

Sheckleyti Zacher, deputy secretary of the the Xinjiang Uygur Autonomous Region Party committee and chairman of the autonomous region, said that speeding up the registration of the legal persons and the joint venture and cooperation of the central enterprises in Xinjiang are the strategic decisions made by the CPC Central Committee and the State Council from the general objective of Xinjiang's social stability and long-term stability. It is an important measure to promote the achievement of the economic development of Xinjiang to maximize the benefits of the people of all ethnic groups in Xinjiang.

In 2015, according to the policy spirit and work requirements of the CPC Central Committee and the State Council, the the Xinjiang Uygur Autonomous Region Party committee and the government issued documents to clarify the work objectives, principles and mechanisms of promoting the registration of legal entities by the central enterprises of resources. The focus was on the petroleum and petrochemical fields, and strive to basically complete the legal person registration and joint venture cooperation in the 2 years or so. In the petroleum and petrochemical field, 9 projects were focused on in 2015, 16 projects were focused on in 2016, 3 projects in the civil aviation field, and 1 projects in the telecommunications field.

Industry analysts believe that

Territorial registration and joint venture cooperation are beneficial to achieve win-win situation between enterprises and regions.

"At present, we have 12 directly owned enterprises, which occupy 1/5 of the total assets of the group and settled in Xinjiang. They are accelerating joint venture with Xinjiang enterprises and actively participating in the construction of livelihood projects and poverty alleviation and aid projects."

Xu Wenrong, member of the Party group and deputy general manager of China Petroleum and Natural Gas Corporation, said.

Ma Yongsheng, deputy general manager of China Petrochemical Corp, said that at present, Sinopec has realized the localization registration of Tahe refinery, new spring oil production plant, and Arab oil exploration development company.

In the future, Sinopec will fully register its newly established oil and gas enterprises in Xinjiang.

In 2013, the Urumqi municipal government signed a strategic cooperation agreement with Hainan group. The two sides jointly invested in Urumqi airlines on the basis of Hainan Xinjiang branch of Uni Airways Corporation.

Urumqi Airlines currently operates 6 B737-800 aircraft, navigable 14 cities, Xinjiang has a market share of 5.5%, and in 2015 to achieve profitability.

The company has 398 employees to solve the local employment of 326 people, including 46 ethnic minorities.

HNA plans to develop Urumqi airlines into a benchmark enterprise of mixed ownership economy.

It is estimated that by the end of 2016, Urumqi's air operation aircraft will reach 20 and solve 1200 local jobs.

Liu Jianxin, vice chairman of the the Xinjiang Uygur Autonomous Region Political Consultative Conference, said that promoting the registering and joint venture cooperation of the enterprises in Xinjiang is involved in a wide range of fields, with great difficulty in coordination and strong innovation.

At present, the promotion of territorial registration and joint venture cooperation has achieved new breakthroughs in incremental projects, joint exploration and development of blocks, and civil aviation.
