Under the background of the new trade protectionism, green trade barriers have a great impact on China's textile and garment industry, and take corresponding countermeasures to effectively cross the green trade barriers related to the textile and garment industry, which has become an urgent problem for Chinese government and enterprises.

This paper analyzes the manifestation of green trade barrier and its influence on China's textile export trade, and seeks countermeasures to break through the green trade barriers and proper solutions.

    Trade

    Ways of disputes.

Statistics from the Ministry of science and technology of the Ministry of Commerce show that the losses caused by green trade barriers in China's textile and clothing exports have risen from 400 million US dollars to 500 million US dollars in the middle and late twentieth Century to about 1 billion US dollars in the beginning of this century. In 2008, the losses increased by US $360 million over 2004, up by 54.55% (Table 3).

    Chinese textiles

    export market

It is mainly concentrated in developed countries and regions such as Europe and the United States, such as the European Union, the United States, Japan, Korea and Hongkong, which are the five largest export markets of China's clothing and textiles, accounting for 72% of China's total exports.

The excessive concentration of export markets has increased the dependence of textile and clothing exports on specific markets.

    export trade

    Instability.

Because green trade barriers prevail in developed countries, Chinese textiles are more likely to encounter obstacles to green trade barriers when they export.

For example, in 2008, the losses incurred by China's textile exports due to green trade barriers accounted for 25.26%, 24.22% and 23.16% of the losses incurred by the European Union, Japan and the United States respectively.

Limited content involves all aspects of environmental regulations, environmental standards and conformity assessment, mainly as follows: (1) formaldehyde content exceeds standard.

    (2) azo dyes are used in fabrics and fabrics.

    (3) the residual amount of arsenic, chromium, copper, lead, mercury and nickel exceeded the standard.

    (4) the marks or labels of textiles do not conform to the laws of the importing countries.

    (5) textile packaging does not meet the requirements of environmental protection and green packaging.

    (6) manufacturers did not obtain 1SO9000 quality system certification.

    (7) manufacturers have not obtained a series of 1SO14000 environment certification (many governments in developed countries have made this request).

    (8) there is no environmental label certification on textiles.

    (9) textiles exported to the United States do not have FTC certification (Federal Trade Mark Certification).

    (10) textiles exported to the us do not have CPSC logo certification (US Consumer Safety Committee logo certification).

The products restricted by green trade barriers mainly include: first, textile yarns, fabrics and products (mainly cotton yarn and cotton knitted fabric); second, clothing and clothing accessories (mainly clothing, knitted or crocheted garments made of fabric or knitted or crocheted fabrics).

The impact of green trade barriers on China's textile and clothing exports is very significant.

Its implementation will play a positive role in promoting the development of China's textile and garment green products and the concept of environmental protection in some aspects. At the same time, it also poses a great obstacle to China's textile and clothing export and has a great negative impact.
