Central enterprises:
In recent years, with the accelerating pace of going out, the central enterprises have made positive progress in preventing legal risks overseas, and trained a number of highly qualified foreign law talents.
In order to promote the sharing of foreign legal talent resources, we should further promote the construction of the central enterprises under the rule of law and serve them better.

With the consent of the economic and Trade Commission, the Bureau of policies and regulations has set up a foreign-funded legal talent pool for central enterprises.
The relevant matters are hereby notified as follows:
First, identify the first batch of experts in foreign-related legal talent pool.
On the basis of recommendation of candidates by central enterprises, 67 comrades, including Li Zhaohui, general counsel of China nuclear construction group, were selected and selected as the first batch of experts in the foreign legal talent database.
The expert system of the talent pool is employed for 3 years.
Next, according to the need of work, the relevant personnel will be selected in batches to enter the foreign-related legal talent pool.
Two, give full play to the platform of foreign legal talent pool.
Organization of foreign-related legal talent pool experts participate in overseas legal risk prevention, foreign affairs major legal affairs coordination, multilateral bilateral negotiation and dialogue, WTO trade policy deliberation and other foreign policy and legal work.
The central enterprises can apply to the policies and regulations bureau to provide experts in the talent pool according to their needs.

Through the complementary advantages of talent resources, we can form a joint effort to jointly promote the construction of the central enterprises under the rule of law.

The Bureau of policy and regulations will provide services for experts to learn and communicate with experts, and commend the outstanding experts for their proper form.
The central enterprises should actively create conditions to increase the training of foreign-related legal talents through special training, rotation exchange and market-oriented recruitment, and give the necessary policy tilt in post treatment, so as to create a favorable environment for the growth of foreign-related legal talents.
