The plan proposes that by 2020, the customs special supervision regional development system with reasonable layout, unified type, comprehensive functions and optimized management will be basically established, and new competitive advantages will be formed in the aspects of new technologies, new products, new formats and new business models.

According to the plan, by 2020, the total import and export volume of the customs special supervision area in the province accounted for more than 20% of the total import and export volume of the whole province, and the proportion of the service sector accounted for over 70% of the total GDP. The introduction of more world leading enterprises and the world's top 500 enterprises into the regional development, and relying on the customs special supervision area to build several international cooperation demonstration parks.

The plan proposes that, based on the existing 12 customs special supervision areas in the province, based on the development of foreign trade and economic development, import and export volume of goods, development of processing trade and comprehensive economic strength, relying on port and regional functional advantages, we should strengthen the layout planning of the special customs supervision areas in the province, and plan and construct new customs special supervision areas in the areas with the conditions, and take Guangzhou and Shenzhen as the core, and the Pearl River Delta region as the focus.

It is worth noting that the plan has clearly defined the functional orientation of customs special supervision areas.

Guangzhou Nansha bonded port area, Guangzhou Baiyun Airport Comprehensive Bonded Zone, Guangzhou bonded area and Guangzhou bonded logistics park are vigorously developing shipping logistics, aviation logistics, international pfer, cross-border e-commerce, shipping finance, high-end inspection, after sale maintenance services and ship, aircraft, large equipment leasing and other businesses, expanding futures bonded delivery and "vehicle bonded import + Exhibition Exhibition" and other businesses.

Shenzhen Qian Wan bonded port area, Shenzhen Yantian Comprehensive Bonded Zone, Futian Bonded Area and Shenzhen export processing zone promote the development of high-end services such as R & D, technical services, operation settlement and offshore finance.

The Zhuhai free trade zone and Zhuhai Macao cross border industrial zone strive to build international trade exhibition platform, regional logistics hub, bonded processing base, and international trading centers such as alcohol, biomedicine, precision instruments and electronic components, high-end consumer goods and aviation standard parts.

Shantou Free Trade Zone promotes the development of new industries such as cross-border e-commerce, tourism shopping, financial leasing, information technology, commodity futures and so on.

In addition, the plan specifically requests that the pilot experience of selective levying tariffs and classification of goods in Guangdong free trade pilot area should be summarized and gradually extended to other special customs supervision areas in the province.

The pilot program for cross-border e-commerce will cover the special customs supervision areas, and achieve in-depth integration and mutual promotion with exhibitions and bonded logistics businesses.
