The staff of the Fair Trade Office of the Municipal Bureau of Commerce said that the EU recently issued the twenty-sixth regulation in 2016 to limit the content of nonylphenol polyoxyethylene ether (NPE) in textile products.

The regulations require that the content of nonylphenol polyoxyethylene ether (NPE) in textile products should not exceed 0.01% (100ppm).

The pitional period of the regulation is 5 years. After the expiration of the pition period, products which do not meet the requirements will not be allowed to be sold or imported in the EU market.

NPE is a non-ionic surfactant with good penetration, emulsification and dispersion properties. It is widely used in cleaning, dyeing and washing processes in the textile production process. It is the most commonly used detergent and dyeing auxiliaries in textile and garment industry, accounting for more than 80% of China's market share.

Textile and clothing are important export products in our city.

Data show that from 1 to April this year, our total export textile and garment products totaled US $226 thousand and 900.

Among them, the EU market accounted for 20.08%, which is the second largest market of textile and clothing export in our city.

This new order will have a greater impact on clothing, interior textiles, yarn and weaving production enterprises.

To this end, the City Commerce Bureau reminded relevant garment export enterprises to pay close attention to the implementation of the EU NPE regulations, grasp the detailed provisions of laws and regulations, and strengthen the detection of NPE content of raw materials and finished products, so as to avoid exceeding the limit requirement of EU products.

Coincidentally, the American textile clothing and Footwear Association recently released the seventeenth edition of restricted substances list (RSL), which lists 12 categories of substances that are banned or restricted for over 250 kinds of garments, footwear and finished products.

The United States is one of the main export markets of textile and clothing products in our city.

According to statistics, from 2016 to April, the total number of textile and clothing exported to the United States totaled US $49 thousand and 500 from 1 to April.

The new method of testing formaldehyde in leather has also affected the export of leather shoes and leather goods in our city.

The Municipal Commerce Bureau also reminded the relevant enterprises to pay close attention to the US annex and the latest requirements for textile and apparel regulations, strictly check the quality of raw materials, and constantly improve the production processes and testing methods, so as to ensure that the textile and clothing products exported to the United States are not notified or recalled for quality and safety problems, so as to reduce their own economic losses.
