Chen Peng said: "Akesu Huafu color spinning Co., Ltd. is a wholly-owned subsidiary invested by Huafu color spinning Limited by Share Ltd in Akesu in August 2010, with a total investment of 6 billion yuan, covering an area of 2000 mu. The project is divided into four phases and 1 million spindles.

In the first phase, 120 thousand colored spun yarns and supporting facilities have been built, producing 30 ton, 32, 40, 50 and other colored yarn 16 thousand tons, achieving 450 million of the total industrial output value, and solving the employment of 1500 people.

At present, the 120 thousand phase of the two phase is under construction and is expected to be completed and put into operation by the end of this year. At that time, 1500 people will be employed.

Huafu color spinning is an early layout enterprise in Xinjiang. As early as 2006 years ago, Huafu stationed in Xinjiang before its domestic enterprises, Chen Peng told reporters: "before we came to Xinjiang, we mainly focused on the cotton resources here. After the introduction of the autonomous region policy, the comprehensive advantages of Xinjiang were more obvious. For enterprises like us who came to Xinjiang before, they also increased their confidence to work here."

In addition to 1 million spindles of colored spinning production, Akesu Huafu signed an agreement of 60 thousand tons of fiber dyeing projects in July 2015 with the Akesu region. The first phase 20 thousand tons started construction in May this year. The construction in the dyeing area of Akesu textile industrial city mainly guarantees the demand for fiber dyeing in Akesu's colored spinning projects. The 4 and ten million tons in the two and three phases will start construction after 2017.

Chen Peng told reporters: "Hua Fu color spinning in Akesu 1 million spindles and 60 thousand tons of fiber dyeing project was originally planned to be built in 8 years. Now we plan to speed up the progress of construction and strive to complete the construction ahead of schedule in 2~3, and put into production."

At present, the production base of Hua Fu color spinning in the mainland has almost been shut down, and all production has been pferred to Xinjiang, in addition to Vietnam's 250 thousand spindles for the local market.

The layout of Xinjiang is the inevitable choice for Huafu color spinning to open up the industrial chain. At present, Huafu color spinning already has many cotton fields in Xinjiang. Only 80 thousand mu and 10 ginning plants in Akesu area have formed a one-stop production line from cotton planting, processing to spinning.

Chen Peng said: "we have made up our mind to go down in Xinjiang. One of the reasons is that Xinjiang's policies over the past two years do have many advantages over the mainland. Especially in the recent recession of cotton textile industry, our factory in Xinjiang is still in a state of profitability.

Another reason is that we are optimistic about the future development of Xinjiang's textile industry. Especially under the promotion of the strategy of "one belt and one road", we feel that the future of Xinjiang's textile industry will start to the West. The market will be very broad and the industry will have great development.

Huafu color spinning is the leading enterprise of color spinning in China. Huafu color spinning has achieved steady production in Xinjiang, boosted the confidence of mainland enterprises to invest in Xinjiang, and steadily promoted the construction of infrastructure such as park roads, water supply and drainage, heating, power supply, gas supply and greening. Attracted by the national policy, a large number of cotton textile projects were launched in Xinjiang in 2015.

The first stage of the development of Xinjiang's textile and garment industry is to achieve 12 million spindles of cotton spinning capacity in 2015~2017 years, but in 2015 alone, the target of this stage has been over fulfilled.

And in 2016, these projects will be built and built one after another.

The industry is expected that these new cotton textile production capacity after the completion of the drive, will have a huge impact on China's entire cotton textile industry, and even change the entire domestic market and even the international yarn market pattern.
