The root cause of the various indications of cotton production is that the production and demand are out of line, the main links of the industry are different from each other, the technical coordination and cost control of the middle and lower reaches of the industrial chain are out of line, and the synergy effect is poor. The situation of cotton production and price double fall has led to the upside down of the cost and price of cotton planting, the inversion of domestic and foreign prices of cotton, the upside down of domestic quality and quantity, resulting in a serious shortage of high-grade cotton, a serious surplus of low-grade cotton, and "foreign goods entering the market, and domestic goods being put into storage".

To take this road, we must follow closely two "guides": one is to use the "medium and high end quality" to lead the development of the cotton industry; the other is to push the cotton quality towards the middle and high end with the structural reform of the supply side; the other is to use the "three pformation", that is, to simplify the modernization, mechanization and organization, and to lead the development of the modern cotton growing industry.

Thus, under the new pattern, the cotton industry needs to uplift the spirit, face difficulties directly, and strive to explore the way to adapt to the new normal.

That is, we need to deepen reform, adjust the structure, enhance the quality, innovate the production and operation mode, and promote the pformation and upgrading of the entire industry. We should start with the reform of the supply side and produce cotton suitable for the textile industry to realize the healthy development of the industry.
