Bu Zhengfa pointed out in his work report that the contribution of light industry to the economic and social development of the whole country has increased over the past five years. In 2015, the main business income of light industry enterprises was 28 trillion and 200 billion yuan, and the profit was 2 trillion yuan, of which the regulated enterprises were 23 trillion and 140 billion yuan and 1 trillion and 490 billion yuan respectively. During the "12th Five-Year" period, the main business revenue, profits and exports increased by 74.95%, 101.16% and 68.3% respectively, with an average annual growth of 11.84%, 15% and 10.97%, respectively, which were higher than the national industrial growth rate, and the profit growth rate was particularly prominent. The technological innovation capability of China's light industry has been significantly strengthened, and the integration and development has become a new bright spot, with significant changes in product mix, and the comprehensive consumption of key industries such as paper and leather has decreased significantly, and the international competitiveness has been steadily improved.

Bu Zhengfa pointed out that during the "12th Five-Year" period, China's light industry has made some achievements. It is manifested in:

Scientific and technological innovation ability has been significantly enhanced. At the end of 12th Five-Year, there were 17 national key laboratories, 7 national engineering laboratories, and 21 National Engineering (Technology) research centers. 162 state-level enterprise technology centers, an increase of 47 over the end of 11th Five-Year, accounting for 13.6% of the country's total. A number of major national science and technology support projects and technological spanformation projects have been successfully implemented. The key materials and preparation technology research and industrialization projects of the pen making industry have achieved 12 major innovative achievements, breaking through the technical bottleneck of the core raw materials and improving the overall level of scientific and technological progress in the whole industry. Many key technologies and main technical indicators of high-speed paper machines developed by China have reached the international advanced level. Integration has become a new bright spot. With the "machine substitution manual" as the main feature, the efficiency and manufacturing upgrading have been developing rapidly, and the application of intelligent manufacturing and Internet technology has achieved positive results. Haier has built 7 digital intelligent interconnection factories, and has achieved new achievements in large-scale customized production. Cultural creativity and design services are integrated with the related industries such as interior decoration, smart home, arts and crafts, sports and stationery, and so on, forming a new economic growth point. Business model innovation, e-commerce, online and offline integration development further accelerated.

The effect of structural adjustment is obvious. The product structure changed significantly, new product development accelerated, product grades improved, and quality improved steadily. 107 enterprises have developed advanced brands by brand, and 331 brands have won competitive advantages. The leading role of leading enterprises has been increasing year by year. The main business income of top 100 light industry enterprises accounted for 9.7% of the light industry. At the end of 12th Five-Year, the output value of industrial clusters built by China Light Alliance and relevant industry associations and local governments accounted for 36% of the total industrial output value of Enterprises above the light industry scale, which was 10 percentage points higher than the end of 11th Five-Year. The proportion of domestic and foreign sales improved further, domestic sales accounted for 87.6%, which was 3.2 percentage points higher than the end of 11th Five-Year.

Energy conservation and environmental protection to achieve breakthroughs. The comprehensive consumption of key industries such as paper, leather and so on decreased significantly, thus increasing production without increasing pollution. In the year of 12th Five-Year, the energy consumption of the unit industrial added value was reduced by 20% than that in the end of 11th Five-Year. The unit industrial added value was reduced by 30%, the total emission of major pollutants was reduced, and the chemical oxygen demand and ammonia nitrogen were reduced by 10% respectively.

International competitiveness is steadily improving. The export of light industrial products ranks first in the national economy. The output of more than 100 kinds of products ranks first in the world, bicycle exports account for 75% of the global market, and exports of household appliances, leather, furniture and feather products account for about 40% of the global market. Overseas investment, mergers and various forms of economic and technological cooperation have intensified, and the export scale of independent brands has increased. China's Light Industry Association has further increased its influence in the international trade association. At present, the association and the society have joined 27 professional international organizations, 14 have been serving in international organizations, and 150 have been registered as experts of the international organization for standardization.

Bu Zhengfa said that around the national "13th Five-Year plan" and "made in China 2025", the light industry has also formulated the main objectives and tasks for the next five years: to maintain steady and rapid development, to push towards a strong light industry; to strengthen the leading role of innovation, to promote the deep integration of the two technologies; to speed up structural adjustment, optimize the industrial layout, to strengthen quality brand building, to ensure consumption safety, to increase energy conservation and environmental protection, to promote green manufacturing in an all-round way, to implement industrial strong foundation projects, to enhance the basic ability of light industry, to co-ordinate the domestic and international markets, and to improve the level of enterprises going abroad. We must accurately grasp the overall work idea of "13th Five-Year", speed up the replacement of new and old kinetic energy, closely combine the actual situation of the industry, solve the key and difficult problems of spanformation and upgrading from big to strong, and give full play to the role of trade associations in implementing the "13th Five-Year" plan.

According to the spirit of the two sessions of the National Committee and the annual report on the work of the government, and the opinions of the general office of the State Council on the implementation of the "three products" special action in the consumer goods industry and the creation of a good market environment, we made recommendations for the work in 2016: closely following the economic operation, promoting the steady growth of the light industry; giving full play to the support role of science and technology; enhancing the core competitiveness of enterprises; carrying out the special action of "three products", improving the effective supply capability and level; perfecting and innovating the service platform; carrying out the propaganda and implementation of the light industry "13th Five-Year" development plan; further strengthening the construction of the industry talent team; grasping the reform work of decoupling the industry associations from the administrative organs; and earnestly strengthening self construction.

At the meeting, we awarded the national light industry performance excellence advanced enterprise certificate and the advanced brand certificate of superior brand, and announced the 2015 China Light Industry Federation science and Technology Award and the 2015 light industry enterprise management modernization innovation achievement prize.
