According to Hu Yin, director of the consumer guidance department of the Anhui Provincial Security Commission, in order to ensure the health of infants and children, China implemented GB 31701-2015 "infants and children" from June 1st this year.

The product safety technical specification stipulates that the textile products for infants and young children under 3 must meet the highest safety level - class a requirements.

Products manufactured and met the relevant standard requirements before June 1st of this year are allowed to continue to be sold in the market until May 31, 2018.

In order to help and guide consumers to buy Infant Clothing clearly and to implement the consumers' right to know and choose, the Anhui Provincial Consumer Protection Committee recently conducted a comparative experiment on 29 brands of infant clothing.

This comparative test sample is purchased by the Consumer Protection Committee in the market (shopping malls, supermarkets, wholesale markets, national chain stores, online stores and other channels) as an ordinary consumer.

The samples are all children's clothing under 3 years old. There are baby conjoined clothes, climbing suits, T-Shirts, trousers and dresses.

The nominal brand of the sample involves Adidas, Barbara, five colored rattan, Rabbi, 0K.OU, SeRGeNTMaJoR, Decathlon, decimal point, Blue Sasha, Zhuo Er, Qi Le rabbit, UNIQLO, Tong Tai, tinkling cat, Disney baby, small shell, Antarctic, ZARA, Ann pepper, Lala, Qi Qixiong, Xiao and Yue Yue, Lu Xuan, Snoopy, ugly, Ying Zi Fang, Li Ying Fang, Anne, Guang gang and so on, a total of 29.

Among them, there are 4 foreign brands, 3 Hong Kong and Taiwan brands, and 22 mainland China brands (2 brands in the province).

The production enterprises are from 8 provinces (cities), namely, Anhui, Shanghai, Fujian, Guangdong, Zhejiang, Shandong, Hebei, Hubei and so on.

The comparison test showed that 20 of the 29 samples met the relevant standard requirements, accounting for 68.97% of the total sample size, and 9 samples had 16 indicators, accounting for 31.03% of the total sample size.

Target test: safety index test result is better.

"Snoopy" sample pH value exceeds standard.

The safety indexes such as pH value, formaldehyde content, decomposable carcinogenic aromatic amine dye and extractable heavy metal content were tested in this comparative experiment.

The test results showed that the safety parameters of formaldehyde content, decomposable carcinogenic aromatic amine dye and extractable heavy metals in 29 samples met the requirements of national mandatory standards.

PH value test results showed that only Snoopy brand samples exceeded the national standard.

The pH value is an important indicator of the fabric's pH. If the pH value of the fabric is too large from the human skin, it will stimulate the skin, cause skin allergy or induce infection, and make the skin vulnerable to other pathogens.

The national standard stipulates that the pH value of infant clothing should be between 4.0-7.5, and the pH value of Snoopy sample is 8.4.

"Snoopy" and other 3 samples of color fastness is not up to standard.

According to the characteristics of infants' delicate skin, large activity, sweating and frequent gnawing clothes, this test focuses on the dry color fastness to moisture, color fastness to rubbing, acid fastness, sweat fastness, water fastness and saliva fastness.

The results showed that among the 29 samples, the 8 indexes of 3 samples of baby house, Snoopy and Qi Le rabbit were lower than the national standard; the 46 color fastness indexes of 23 brand samples only reached the national minimum standard value.

Data show that 80% skin problems of infants and young children are related to clothing.

Infants and young children, whose skin is not yet fully developed, is weak in external resistance, and is susceptible to allergies and absorption of foreign substances. Dye molecules and heavy metal ions in decolorizing pigments are likely to be absorbed by infants and young children.

In order to ensure the health and safety of infants and young children, the national standard stipulates the dry color (wet) friction, acid resistance (alkali) sweat stain, water resistance and saliva color fastness index of infant clothing.

4 samples of "tinkling cat" and other instructions are not up to standard.

User instructions are the main way to convey basic information to the users, product functions, characteristics, and how to use information correctly and safely.

Infant clothing is usually expressed in the form of durability labels, tags, boxes (bags) and other forms of product instructions.

This comparative test found that there were some problems in the labeling of the nominal brand tinkling cats, ansbex, Blue Sasha, and five colored rattan, including the marking standard is not the current standard, and the label safety category is incorrect.

There are also incomplete instructions on the use of samples. The address of the manufacturer is only tagged, but there is no telephone number, which brings inconvenience to consumers after sale.

20 samples durability label location is not up to standard.

The national mandatory standard GB 31701-2015 stipulates that the durable labels on children's clothing that can be worn on clothing can be placed in a position not touching the skin.

In this comparative test, it was found that 20 brands of brand samples did not meet the requirements of durability labels in 29 brand samples, accounting for 68.97% of the total number of samples tested.

19 sample bags without warning reminder

The national standard has made the corresponding stipulation, for example: the head and neck can not be allowed to have the rope belt, the shoulder strap must be fixed; 3-6mm's ornamental material tensile strength should not be less than 50N, the clothing belt sewing strength should not be less than 70N.

There are 4 samples in this comparative test. The project does not meet the standard requirements. It includes: the clothing of the famous Zhuo brand clothing is only 30.7N; the label of the SeRGeNTMaJoR brand clothing is not fixed.

Latest progress: related enterprises will not reach the standard clothing.

On the afternoon of July 28th, Changjiang, deputy secretary of the Anhui Consumer Protection Committee, told the China Consumers' daily that in view of the problems found in this comparative test, the Provincial Consumer Protection Committee has already interviewed the relevant enterprises that have not reached the standard sample, and the relevant enterprises have attached great importance to it. Scrutinize the clothing instructions (labels).

When buying clothes for infants and young children, we should not only pay attention to the style and price of clothes. We must carefully check the instructions for use: first, see if they are infants and young children (a) clothes; two, see if there are factory names, factory sites and telephone numbers; three, see whether the fiber content and the implementation standards are correct.

Choose less colorful clothes.

Infant skin is tender and sweaty, with many secretions. The fabric should be soft and flexible, moisture absorption, warmth retention and good permeability.

Color should be avoided to use strong colors, reduce the dye residue and color fading opportunities, while not stimulating children's visual nerve.

Clothes should be large but not small.

Infants and young children grow very fast, if the clothes are too small to wear will be uncomfortable, affecting the child's body to stretch freely, especially the elastic belt of the clothes can not be too tight, otherwise it will oppress the child's chest and waist.

Pay attention to the quality of clothing ropes and decorative accessories.

There should be no rope in the head and neck of infant clothing. The shoulder strap should be fixed, continuous and free of ends.
