Based on the implementation measures for the awarding of the distinctive regional and industrial clusters in Henan leather industry (Trial Implementation), after the expert group's evaluation and the director's office meeting, the association and the Shangcai County People's Government jointly build a shoe production base and award Shangcai's "Henan footwear industry base" title.
