Good afternoon, everyone!

Welcome to Shanghai for the 2016 annual conference of China's textile and garment industry. I would like to extend my warm welcome and sincere thanks to the Federation of China textile industry.

Textile industry is closely linked with people's livelihood, environment and consumption. It is a topic we have been thinking about to improve the relationship between textile industry and all stakeholders.

Specifically, it is how to improve the relationship between industry and society, the relationship between industry and ecology, and the relationship between industry and consumption.

Social responsibility work is one of the important fields of work of China Textile Industry Federation. It has been making continuous efforts and achieved fruitful results over the years.

With the advance of supply side structural reform, China's economy will keep growing in a reasonable range, and the trend of steady growth of domestic demand will not change. This will provide an important support for the development of textile industry.

However, there are still many uncertainties in the industry development prospects. The global economic recovery is weak, and the growth momentum of external demand is still insufficient.

The overall slowdown in China's economic growth, increased employment pressure and cold consumer sentiment all have a direct negative impact on the industry's production, exports and benefits, and it is difficult to effectively alleviate the overall cost pressures of enterprises.

Since 2016, the growth rate of textile industry's main indicators has dropped markedly and stabilized.

Specifically, the first is the slowdown in production and profit growth. In 1~9 months, the industrial added value of textile industry above the scale increased by 5.6% over the same period last year, down 1 percentage points from the same period last year.

The main business income of textile industry increased by 4.08% compared with the same period last year, and the total profit increased by 3.66% compared to the same period last year. The profit margin was 5.01%, a slight decrease of 0.02 percentage points over the same period last year.

Two, the growth rate of investment dropped considerably. In 1~9 months, the total investment in textile industry reached 922 billion 255 million yuan, an increase of 6.89% over the same period last year. The growth rate of textile industry in the same period last year was 15.68%.

Three, the internal and external market pressure is more prominent. In 1~9 months, the total export volume of textiles and clothing was US $203 billion 833 million, down 5.96% from the same period last year.

The total retail sales of clothing, footwear and hat textiles increased by 7.2% over the same period last year, slowing by 3 percentage points over the same period last year.

The growth rate of online retail sales has also slowed down significantly. The retail sales of apparel products nationwide increased by 16.3% over the same period of 1~9, representing a decrease of 10 percentage points over the same period last year.

Four, the quality of operation in key areas is stable and good. In 1~8 months, the industrial added value and total profit of the textile industry increased by 10.3% and 9.9% respectively, and the profit margin of sales was 6%, which was significantly higher than the average level of the industry.

Clothing, home textile industry quality improvement and brand building work has achieved results, 1~8 month profit increased by 6.2% and 11%, respectively, and sales profit rate reached 5.4% and 5.8% respectively, better than the whole industry level.

At present, the world economy is undergoing a tortuous recovery in the depth of adjustment, and the industry is also facing the new situation of developing the new and old alternation of kinetic energy, the development of space and reality, and the integration of development environment and interests.

The development of the situation puts forward a new topic for the construction and sustainable development of China's textile industry.

Since 2015, it is a very important historical stage for the international community and the Chinese government and the Chinese textile industry to achieve top-level design for sustainable development.

Several important landmark events took place:

The first event, in September 25, 2015, was held at the New York headquarters of the UN summit on sustainable development. The 193 UN Member States formally adopted the 17 SDG (Sustainable Development Goals) at the summit.

From 2015 to 2030, it aims to solve the development problems of society, economy and environment in an integrated way, and turn to the road of sustainable development in three dimensions.

This is a global programmatic goal.

Second events, one month after the United Nations Summit on sustainable development, the Communist Party of China put forward the five major development concepts of "innovation, coordination, green, openness and sharing" in the fifth Plenary Session of the 18th CPC Central Committee. This will be China's development ideas, directions and focal points in the "13th Five-Year" period or even longer period. It can also be understood as China's solution to global sustainable development issues.

In this plan, the innovation drive has been promoted to the primary and core position related to the overall development. We should accelerate the pformation from low cost advantage to innovative advantage, and provide a powerful driving force for China's sustained development.

The third event, the UN climate change conference, reached the Paris agreement. It pointed out that all sides would strengthen global response to the threat of climate change, control the global average temperature by 2 degrees Celsius, and strive to control the warming up to 1.5 degrees Celsius.

The world will achieve the peak of greenhouse gas emissions as soon as possible, and achieve zero net emissions of greenhouse gases in the second half of this century.

According to the agreement, the parties will participate in the global climate change action in a way of "independent contribution".

There is another important event. In 2015, the China Federation of textile industry organized the drafting of the textile industry development plan (2016-2020 years), which was officially released by the Ministry of industry in September this year. The plan clearly pointed out that the textile industry is a traditional pillar industry in China, an important livelihood industry and an industry that creates a new international advantage. It is a combination of technology and fashion, consumption and industrial use. It plays an important role in beautifying people's life, enhancing cultural self-confidence, building ecological civilization, promoting related industries, stimulating domestic demand growth, and promoting social harmony.

In this context, we can see that China's textile industry is stepping into the stage of innovation driven from the driving factors of production factors and investment driven stages, and the innovation drive will stimulate the development, innovation and innovation potential of the industry.

This means the pformation of the traditional dynamic mechanism of capital investment in pursuit of profit output, that is, the power of innovation can not be explained only by the motive of "economic man".

As outlined by general secretary Xi Jinping, China implements the innovation driven development strategy as the fundamental driving force for the construction of an innovative country. It emphasizes that only three levels of scientific research, experimental development and application can be achieved by combining scientific and technological achievements with national needs, people's demands and market demands, in order to truly realize the value of innovation and achieve innovation driven development.

It can be learned that the European Commission of research proposed the responsible innovation (ResponsibleInnovation) in May 2011, and promoted the responsible innovation to the EU's strategic height in the European Union's horizon 2020 development report. It believed that research and innovation must effectively reflect social needs and social will, and reflect social values and responsibilities.

Therefore, the construction of a strong country in China's textile industry needs to tackle the challenges faced by innovation in an all-round way, namely, the public governance of the pformation and upgrading of China's textile industry, the new integration of supply chain brought about by the new layout of the global trade, the conflict between the network economy, the new consumption demand and the original industrial ecology, and the traditional public value.

Through the promotion and practice of the whole industry's social responsibility for ten years, the Federation of China textile industry has established four dimensions of social responsibility, such as people-oriented, environmental protection, fair competition and consumer safety. Based on the global consensus of the United Nations sustainable development goal, it is exploring the way to realize China's textile industry for the global textile responsible supply chain construction.

On the other hand, the development of Internet technology has greatly affected the social governance structure in China. It has evolved from the two element structure to a multi-level and pluralistic social stakeholder participation. This also provides a strategic opportunity for China to develop corporate social responsibility in China.

China's textile industry has been carrying out social responsibility construction since 2005. It has been taking the lead in the Chinese industry and even the world. On the basis of the 2020 global consensus, it also needs to carry out the innovation driven development strategy. The next ten years, China's textile and garment industry's social responsibility construction work will focus on pattern innovation and technological innovation as the foundation and key point, and open up a new stage of collaborative management and cross regional social responsibility collaborative management in the global textile supply chain. This will also be a new course for China's textile industry to build a social responsibility in the goal of sustainable development of the United Nations and the goal of China's ecological civilization construction.

Shanghai has a pivotal position in the development of China's textile industry. We are very honored to invite friends from all over the world to discuss the topic of social responsibility construction in Shanghai. We hope that in an international metropolis like Shanghai, we can make full use of global resources and markets to strengthen the global layout and international exchanges and cooperation of China's textile industry.
