    In order to improve the authenticity and accuracy of the market's main stock data and effectively maintain the order of the market, the Shijingshan District industrial and commercial sub Bureau jointly and the State Administration of Taxation carried out the long term operation of the non operating enterprises in the area under the jurisdiction and cleaned up the zombie enterprises.

    Since August this year, 1610 botnets have been cleaned up, including 1368 enterprises and 242 individual businesses.

    The so-called "zombie enterprise" refers to the company (or individual proprietorship enterprise) that has not been properly opened for more than 6 months after its establishment, or has ceased to operate for more than 6 consecutive months after its establishment.

    According to the relevant regulations, the business license can be revoked by the registration authority.

    In August this year, the three departments formulated the work plan for cleaning up, and made clear that since 2014, enterprises that have not submitted annual reports in accordance with the law for two consecutive years, have not made tax declarations, and can not get in touch with each other, have been included in the clearance scope.

    The Department of industry and commerce is responsible for statistics and screening, forming more than 1600 clean lists. The tax authorities conduct data comparison according to the list provided by the industrial and commercial sub Bureau, and formulate data comparison rules, including basic information, business hours, taxpayer status, tax returns and other screening function options. Through analysis and comparison, excluding duplicated data and normal tax payers' data, the Local Taxation Bureau will feedback the list after verification to the industrial and commercial bureau to form the list of enterprises to be cleaned up.

    Up to now, a total of 1368 enterprises have been cleaned up for the long term operation of the "zombie enterprises" which do not operate, and 242 individual businesses have altogether cleaned up 1610 households.

    Relevant officials of the Shijingshan District industry and Commerce Bureau said that cross departmental administrative supervision and law enforcement cooperation is an important measure to effectively solve the outstanding problems of administrative law enforcement authority conflict and the fragmentation of supervision and law enforcement, and to enhance the effectiveness of administrative law enforcement.

    A major feature of the clean-up work is joint enforcement and the resultant force of supervision.

    This work has benefited from the administrative law enforcement cooperation mechanism between business and taxation departments.

    It is reported that the three sector is currently exploring mutual recognition of law enforcement documents for "Zha Wu" enterprises, that is, enterprises unable to get in touch with registered residence or business premises.

    In the past law enforcement, for the same "check nothing", the three departments need to execute procedures and make relevant documents separately, which objectively leads to the waste of administrative resources.

    The mutual recognition of law enforcement procedures and instruments will greatly enhance the efficiency of administrative law enforcement.
