For some enterprises, because the business activities need to be certified by the corresponding government competent departments, the relevant departments of the State shall jointly formulate the implementation measures, clearly identify corresponding government departments responsible for the operation of different industries, and do the relevant operations, so as to provide services and convenience to enterprises as far as possible.

It is suggested that we should improve the legal system of cross-border mergers and acquisitions, formulate a unified and specialized law on cross-border mergers and acquisitions of enterprises, or introduce a "cross-border mergers and acquisitions regulations of private enterprises", in order to regulate mergers and acquisitions, mergers and acquisitions process, and clearly stipulate the functions of government administrative organs in mergers and acquisitions.
