Today, we are gathered together to offer advice and suggestions, together with the industry economy and the future.

On behalf of the China Federation of textile industry, I would like to express my thanks to all of you for your interest in the industry and for your efforts in the industry.

China spinning round table forum is a high-end platform for industry.

For many years, we have persisted in the top-level design, deep ploughing the bottom logic, integrating the top knowledge of the society, focusing on the major issues of the industry, providing strong support for the development and decision-making of the industry.

This forum takes the theme of "promoting the high quality development of the new era textile industry" as the theme, and grasped the core concerns of the current industry.

High quality development is the fundamental requirement for defining the development ideas, formulating economic policies and implementing macro regulation and control at the national level at present and in the coming period.

Correspondingly, high quality development index system, policy system, standard system, statistical system, performance evaluation, performance appraisal, and establishment and improvement of the institutional environment will also accelerate the formation, in order to promote China's economy to achieve new progress in achieving high quality development.

First, promoting the high quality development of the industry is a realistic choice to adapt to the current situation and industrial reality.

IMF forecasts that the world GDP growth rate will be 3.8% in 2018, and the world bank's forecast value is 3.7%, 0.2 percentage points higher than that in 2017.

The trend of global economic warming has provided a good environment and important window period for the high quality development of the industry.

But we should also see that the foundation of world economic recovery is not stable, and there is uncertainty in future development.

Globally, the trend of anti globalization and trade investment protectionism has intensified, hindering the normal development of economic exchanges and trade cooperation between countries.

The implementation of the US tax reform plan will attract capital reinvestment and enterprise investment, and may trigger a wave of global competitive tax cuts. The Fed's interest rate hike and contraction behavior will guide capital flow into the United States, thereby affecting the financial stability and economic development of other countries.

To cope with these changes in external environment, we need to achieve high quality development in our industry objectively.

From the internal environment, China's economic development has entered a new normal.

Influenced by factors such as the rising cost of land and other factors, the acceleration of population aging and the increasing pressure on environmental protection, the traditional economic kinetic energy is continuing to weaken, and the process of new and old energy conversion is accelerating.

Although the new kinetic energy has developed rapidly, it is not enough to replace the old kinetic energy, which makes the medium and short term economic growth under pressure.

The new changes put forward new requirements for the quality of the industry development.

Taking environmental protection as an example, there are two landmark events worthy of attention recently: first, the environmental protection tax law of the People's Republic of China has been formally implemented since January 1st, and the cost of environmental protection has been changed from fees to taxes. The market rules of "pollution control and emission reduction benefiting and excessive pollution damage" have been established. Two, the national carbon emissions trading system has officially started, the pollutant discharge permit system has been launched nationwide, and the price of environmental protection elements has been fully integrated into the production system, and the responsibility asset has entered the fast lane.

Therefore, the industry must change its original development mode and achieve higher quality development in terms of energy conservation and emission reduction.

From the industry itself, the reality of the industry to achieve high-quality development has been achieved.

Since 2011, the total fiber processing in China has accounted for more than half of the world's total.

In 2017 1-11, the industrial added value of Enterprises above designated size increased by 4.9% compared with the same period last year, down 0.3 percentage points from the same period in 2016, and the total profit of enterprises was 342 billion 410 million yuan, up 7.4% from the same period last year.

The innovation of one link in the value chain can be applied and pformed in another link, and the superposition effect, aggregate effect and multiplier effect of innovation should be brought into full play.

At the just concluded national conference on science and technology awards, 3 industry achievements were rewarded. Among them, "dry spray wet spinning 1000 tons of high-strength / 100 tons of medium modulus carbon fiber industrialization key technology and application" project won the first prize of national science and technology progress.

Business innovation has flourished, and scene economy, platform economy and shared economy have been widely infiltrated. New modes and new services have sprung up.

Two, promoting the high quality development of the industry is a strategic need to meet the requirements of the times and the overall development of services.

The nineteen big party decided the grand blueprint for winning the battle to build a well-off society in an all-round way and building a modern socialist country.

The key task at this stage is to lay the three tough battles and promote the construction of the destiny community of mankind.

The implementation of these strategic plans requires higher quality development in the industry.

It is necessary for the industry to achieve more stable development in order to prevent and resolve major risks.

The textile industry is China's first net export earning industry.

From 2001 to October 2017, China's textile industry earned a net foreign exchange of 2 trillion and 866 billion 839 million US dollars, which is 75.56% of China's net trade in goods trade.

Industry earning foreign exchange plays a supporting role in maintaining currency stability, realizing balance of payments, ensuring economic and financial security, and serving the national development strategy.

Since the financial crisis, China's textile industry asset liability ratio has maintained a downward trend.

Under the condition of low leverage, the industry has achieved better development.

As one of the most stable sectors in the development of national economy, the industry plays a positive role in steady growth and risk prevention.

At present, the situation at home and abroad is undergoing profound adjustment. Facing the external environment of the weak foundation of world economic recovery and the rising trend of counter globalization, a series of profound changes have taken place in the face of China's economic development entering the new normal and the economic and social reform entering a critical stage.

To strike a good fight against poverty, we need more inclusive development in the industry.

The textile industry is a pillar industry and an important livelihood sector of the national economy, playing an important role in undertaking employment.

The textile industry employs about 20 million people.

With the deepening of informatization, service, greening and creativity in the industry, the demand for talents in the industry is more diverse, and the absorptive capacity of industrial ecology to labor force is increasing.

As a leading industry in the gradient pfer industry, the textile industry is an important starting point for the industry to help the poor.

The characteristics of regional distribution of industries enable industrial pfer to effectively promote the docking of resources between the coastal areas and the mainland, activate the development potential of the old and the poor, and achieve the regional poverty alleviation through the development of special industries.

Take Xinjiang as an example, from the end of 2014 to the end of June 2017, the industry fixed assets investment amounted to 113 billion 740 million yuan and 284 thousand new jobs, including four new jobs in the southern Xinjiang and 153 thousand people.

As of the end of June 2017, Xinjiang cotton yarn spindle reached 17 million 400 thousand spindles, viscose fiber 850 thousand tons, carpet 1 million 800 thousand square meters.

To push ahead with poverty alleviation, the industry needs greater capacity.

To fight well for pollution prevention and control, the industry needs more green development.

The textile industry has the characteristics of many product categories and long industrial chains, which are closely related to the ecological environment from raw material supply, production and processing to consumption recovery.

In 2016, China made 54 million 200 thousand tons of fiber processing, accounting for 53.47% of the world's total.

The huge volume makes the green development of the industry significant for the prevention and control of pollution.

China's textile industry has made fruitful efforts in green development.

As the first entity in the world to carry out social responsibility work at the industry level, the industry actively adjusts the industrial structure, eliminates backward production capacity, deepens technological innovation, reduces the total amount of pollutants, and substantially improves the quality and efficiency of development.

Taking the printing and dyeing industry as an example, in the 2010-2015 years, the water consumption of the dyeing and printing unit decreased by 28%, the comprehensive energy consumption per unit product dropped by 18%, and the water reuse rate increased from 15% to 30%.

The construction of ecological civilization is a millennium plan for the sustainable development of the Chinese nation.

Practicing the construction of the community of human destiny requires a more open development of the industry.

Textile industry is one of the industries with the highest degree of globalization.

In 2016, China's textile and apparel exports amounted to 267 billion 90 million US dollars, accounting for 36.68% of the world's total, and the industry's outward foreign direct investment grew by 89.3% over the same period last year, reaching 2 billion 660 million US dollars, and the clothing output of Enterprises above designated size was 31 billion 452 million. If the production volume was accounted for 55% of the total national production, it would be equivalent to providing 7.73 pieces of clothing for the world population.

China's textile industry is increasingly becoming an important industrial platform for promoting economic and cultural cooperation and global governance, as well as the attributes of the textile and clothing products of the people's livelihood and cultural carriers and China's status as the world's largest textile economy.

In the 1-8 month of 2017, China exported 12 billion 584 million US dollars of textiles and clothing to Africa, which was only 0.47 percentage points lower than that of Japanese exports, and exported US $59 billion 931 million to the related countries and regions.

The high quality development of the industry will help to export more high-quality products, superior capacity and successful experience to the countries and regions with needs, so as to promote local economic and social development.

Three, promoting the high quality development of the industry is the urgent need to deal with the main contradiction and break through the bottleneck of development.

At present, the main contradiction of our society has been pformed into the contradiction between the growing needs of the people's life and the unbalanced development.

This is a historic change in the overall development of the industry.

"People's growing needs for better life" are the core driving force for the development of high quality industries.

At present, the needs of people's fine life are increasingly extensive, and the consumption connotation of residents is becoming richer and richer, and the consumption structure is more diversified.

With the development of new urbanization and the increase of residents' income, China has formed the largest middle-income group in the world.

With the deepening of consumption upgrading, the demand of industry has changed from the satisfaction of injection weight to the upgrading of quality, from the pformation of tangible products to the attention service experience, from the imitation wave type consumption to the personalized and diversified consumption.

The scale effect and gradient effect of the market have put forward new requirements for the industry supply system.

Textile products should be integrated into the consumption of people and into value creation with more forms and higher quality.

The development of "unbalanced and inadequate development" in China's textile industry is the bottleneck that needs to be broken through in the current industry development, and determines the direction of efforts for the development of high quality industries.

The imbalance between supply and demand is the bottleneck of quality.

This imbalance is reflected in the structural contradiction of factor supply, which can not meet the needs of production. The homogenization of product supply is rather heavy and can not meet consumer demand.

In some industries, there are stage and structural overcapacity. The matching of supply and demand is misplaced, with large scale and insufficient effective supply, strong manufacturing capability and insufficient innovation capability.

Unbalanced regional development is a structural bottleneck.

There is a mismatch between the distribution of resources, the change of competitive advantage and the industrial pattern formed by many years of development.

Compared with other industries, the wage income of textile workers has been at a low level. In the capital market, the return on assets of the three major sectors of textile, clothing and chemical fiber is also at a low level.

The relative disadvantage of the industry in the distribution of social profits makes high-quality resources unable to effectively gather in the industry, thus restricting the pformation, upgrading and long-term development of the industry.

Inadequate application of innovation is a technical bottleneck.

Investment in science and technology innovation has been increasing and innovation output has been increasing year by year.

But in general, the gold content of industry patents is not high. Innovation in core technologies, major key technologies and leading technologies is still insufficient. The strategic supporting role of technological innovation in industry development needs to be further strengthened.

At the same time, the pformation rate of scientific and technological achievements is low, and the value of patents is somewhat alienated. Most patents are in an idle state, forming a great waste of industrial resources.

Inadequate integration of industry and finance is the bottleneck of capital.

"Financing difficulties and financing expensive" are the old problems that perplex the development of the industry.

Whether the amount of bond issuance or the total market value of Shanghai and Shenzhen two cities, the textile and garment industry is in a relatively backward position.

The combination of industry and finance is not fully implemented because of inadequate policy implementation, social cognition bias and imperfect financial market. There are also factors such as unfamiliarity with capital operation, inadequate use of financial instruments, and untimely participation in financial innovation.

Inadequate environmental construction is an ecological bottleneck.

In terms of culture, the importance and degree of development, application and promotion of cultural resources are not high enough for the industry.

In terms of market, the construction of industry's social responsibility and credit system need to be strengthened.

Fair competition and the protection of intellectual property rights are facing challenges. The phenomenon of fake and shoddy products has damaged the consumption environment of the industry, and credit sale has affected the integrity of the supply chain and industrial synergy.

The industry is moving forward in the movement of contradictions.

To achieve high quality development, the industry needs to break through these bottlenecks.

Four, promoting the high quality development of the industry is the key to implementing the new positioning of the industry and opening up a new era of value.

Innovation driven technology industry, responsibility oriented green industry and culture led fashion industry are the new positioning of China's textile industry in the new era.

In order to achieve high quality development, the industry must focus on the industry positioning and constantly deepen quality pformation, efficiency change and power pformation.

To deepen quality change, we should make an issue on "breaking up" and "setting up".

Taking the structural reform of supply side as the main line, adhering to quality first, giving priority to efficiency, and taking quality as the lifeline of industrial development.
