Persist in innovation drive to achieve high quality development

This year, after listening to the prime minister's report on the work of the government, he was deeply inspired and inspired.

In the past five years, the Party Central Committee, headed by general secretary Xi Jinping, guided the people of all nationalities in the country to strive for perfection and made progress. Economic and social development has made historic achievements, and historic changes have taken place, which has made great contributions to the world economy.

The report has deployed the government work in 2018. It has done everything in detail and has fully expressed the confidence and determination of China's high quality development. It fully embodies the government's feelings and responsibilities to the state and the people. I fully support it.

I am a representative of textile and garment manufacturing enterprises.

At the beginning of the founding of new China, the textile industry was the pillar industry of our country and played a stabilizing role in major economic changes.

In 1978, the total output value of textile industry and foreign exchange earning accounted for 11.2% and 22.1% of the total respectively.

In 2017, the main business income of textile enterprises reached 68935 billion, accounting for 5.9% of the total industry in the whole country.

Textile and garment exports amounted to 274 billion 510 million US dollars, accounting for 12.13% of the total export volume of the country, accounting for 36.8% of the total textile and clothing trade in the world.

Yesterday, the prime minister made clear in his report that we should further promote structural reforms on the supply side and speed up the construction of a manufacturing power.

After listening to the premier's remarks, he felt a sense of mission and responsibility.

To this end, I will talk about three points about how to upgrade the traditional manufacturing industry and make precise efforts for China's manufacturing power.

First, persist in innovation drive and achieve new breakthroughs in industrial upgrading.

When inspecting Xugong Group last year, General Secretary Xi pointed out that "to develop the real economy, we must do a good job in manufacturing industry, especially in terms of innovation driven, mastery and application of key technologies".

This is not only a request for a manufacturing enterprise, but also a mobilization order for the entire Chinese manufacturing industry.

Looking back at the development of the company, the sun and rain have been bathed in the reform and opening up. It has achieved constant innovation and upgrading. At present, the company ranks 391st in China's top 500 enterprises and 165 in China's manufacturing enterprises. It is the only enterprise in China's wool textile industry that has won the world famous brand in China. Last year, it won the China Quality Award and became the first enterprise in Jiangsu to win the honor.

Through the establishment of a technological innovation system based on postdoctoral scientific research workstation, state-level technology center and national wool textile new material engineering technology research center, 54 national scientific research projects have been tackled, 1837 patents have been filed, 997 authorized patents have been obtained, and 49 national and industrial standards have been formulated.

With an average of more than 50 fabrics per day, the technology level has always been advanced internationally, with 2 fabrics of woolen fabrics and 4 high-end clothing brands. The brand value is 19 billion 300 million yuan, ranking first in the industry for three consecutive years.

In the "government work report", the prime minister encouraged enterprises to take the lead in implementing major science and technology projects, support innovation of research institutes, universities and enterprises, and speed up the pformation and application of innovative achievements.

In this regard, I agree with you.

At the end of last year, we signed a comprehensive strategic cooperation agreement with the Jiangnan University and other institutions of higher learning. We jointly established the Textile Research Institute and the Jiangyin Industrial Research Institute. The aim is to develop products with high added value, multi-function and characteristics in the field of new fiber materials, and carry out original technology research in the aspects of new spinning technology, digital textile, textile biotechnology and high-end textiles, and adhering to the concept of "dare to call the market and follow me", leading the new trend of the fashion industry.

If the manufacturing industry wants to achieve high quality development, only by fully utilizing new technologies, we must develop and innovate in all aspects of materials, technology and products, so as to constantly satisfy people's needs for a better life.

We introduce the Internet +, adopt intelligent, personalized and customized CTM manufacturing mode, customize personalized clothing for consumers, build a new path of Internet + manufacturing industry chain, and win a huge market at home and abroad.

In order to adapt to the upgrading of consumption, we have introduced woolen fabrics for home furnishing new uses, and the market is highly responsive.

Last year, we launched the university graduation season clothing brand, which directly connects with the "double innovation" platform for university students. At present, we have established stores in 33 universities in more than 20 provinces and cities nationwide, attracting a large number of student teams to participate.

Practice has proved that as long as we persist in innovation, the traditional manufacturing industry can also develop vitality.

Two, accelerate the pformation of intelligence and set up a new benchmark for the industry.

In 2015, the Chinese government put forward the action plan of "made in China 2025". Following that, Jiangsu launched 26 breakthroughs to accelerate the development of advanced manufacturing industry, and Wuxi implemented the three year plan of "strong industry".

Yesterday, the prime minister pointed out clearly in the "government work report" that we should develop intelligent industries, expand intelligent life, and apply new technologies, new formats and new modes to vigorously pform and upgrade traditional industries.

From the central to local policy orientation, let us feel that the manufacturing industry will usher in a golden period of development.

In recent years, we have been actively learning to explore and develop intelligent manufacturing technology suitable for the production characteristics of our industry. So far, big data and intelligent modules have been applied to different degrees in the production process of textiles and garments.

Our intelligent automatic dyeing system seamlessly links dye auxiliaries distribution system with top dyeing system to become the only fully intelligent dyeing system in China.

Last year, we completed the intelligent pformation of 4 shirt production lines and 3 suits production lines, which not only alleviated the labor shortage, but also met the market demand of small quantities, varieties and fast conversion of garment production, and the production efficiency increased by 30%-50%.

In June this year, led by Dr. Wang Jian, chief architect of Alibaba, Wuxi's leading local manufacturing enterprises will jointly launch and host the snow wave conference. Based on the Wuxi global Internet of things base and the Xuelang town as a carrier, we will build an innovative platform in the field of data intelligence, and explore the key issues in the process of digitalization of China's manufacturing industry.

We will take the initiative as an initiator, participate in artificial intelligence and Internet companies extensively, build a big data platform for enterprises, realize the dream of making garments in the first line of textile industry, and strive to become a new benchmark for world class textile intelligent chemical plants.

Three, speed up the layout of the world and show the new demeanor of Chinese culture.

All along, we have actively developed the international market and established a stable supply chain relationship with many famous international brands. The market share of sunshine woolen fabrics in the United States, Japan and Europe has reached 12%, 20% and 10% respectively, setting up a good image made in China.

In 2016, we responded positively to general secretary Xi Jinping's initiative of "one belt and one road". We invested $500 million in the first phase to establish a whole industrial chain base in Ethiopia, including wool spinning, suit and shirt.

Going overseas to invest and build factories is not only for the pfer of production, but also for exporting its own brand, exporting Chinese culture, making the global market both high quality China made and more famous Chinese brands.

As early as 2007, we took up the work of the International Secretariat of the international standardization organization / Textile Technology Committee (ISO/TC38), actively participated in the international standard setting, and won the right to speak for Chinese manufacture.

We also obtained the ECO standard certificate of eco textiles of the international textile testing association. It passed the inspection and evaluation of Intertek, a famous global quality and safety service organization, and played a benchmark role for China's textiles to achieve green, low carbon and environmental protection production.

The development of sunshine is a typical example of the development of township enterprises and private enterprises in South of Jiangsu.

In his government work report this year, the prime minister proposed to support the development of private enterprises, so that private enterprises can demonstrate their skills in the tide of market economy.

I believe that in the new round of economic tide, in the good business environment, private enterprises in Jiangsu will still be a new force in China's high quality development and become the leader of the international market.

Finally, 2 suggestions are put forward:

First, the prime minister's "report on the work of the government" points out that a quality revolution made in China is to be carried out in an all-round way to promote quality promotion.

In this regard, it is recommended that we should promote the awareness of quality first in the whole society, grasp the quality of development through the efforts to catch the haze and catch the environmental protection, establish a scientific quality management system and quality evaluation system, improve the quality integrity, quality evaluation, quality supervision and other systems. The quality evaluation system for products can be made up of quality integrity, standard level, environmental protection safety, stability and reliability, and so on, so that quality first becomes the value pursuit and the spirit of the whole society and the whole nation, and the atmosphere of high quality, high price and rational consumption can be formed on the market, so as to meet the growing needs of people's life.

Two, the prime minister on the twentieth page of the report pointed out that we should further reduce the tax burden on enterprises, reform and improve the value-added tax, adjust the tax rate according to the three stalls and two stalls, and hope to cover the textile and garment manufacturing industry as well.

Finally, there is another suggestion about Jiangyin.

Jiangyin is the first integrated reform pilot in the province. After six months of practice, the county has initially constructed four major systems: first, to build a new system of convenient and efficient government service; the two is to build a new system of grass-roots governance; three is to build a new system of accurate and effective social assistance; four, to build a warm and thoughtful life service new system.

Although some achievements have been achieved, some bottlenecks have also been encountered.

For this reason:

1, give more guidance and support at the central and national level, and whether it can apply for upgrading to national level integrated reform.

2, comprehensively promote information integration.

It is suggested that, at the provincial level, the basic information of all levels and departments should be categorized and standardized, so as to accelerate the realization of the sharing and interconnection of basic data in the whole country, and provide unified information resources and business cooperation for all provincial, municipal, and county governance platforms, so as to provide grass-roots system guarantee for achieving "one door" and "one run at most" required by the prime minister's report.
