Officially approved the national market procurement trade pilot, the first in Fujian province.

The mode of market purchase trade refers to the trade mode that the qualified business operators purchase goods under the market concentration area identified by the State Commerce Department, and the value of the goods under the single ticket declaration is 150 thousand (including 150 thousand US dollars).

The main contents are as follows: seven aspects:

2>> implements the value added tax exemption policy for the export of goods exported to the market by the main body of the market gathering area.

3>> has broken through the restrictions on "who exports and who receives foreign exchange", allowing multi-agent to collect foreign exchange, and market traders, principal agent companies and purchasers are all able to settle foreign exchange by multi principal parties, without the support of RMB $50 thousand / year, and support RMB settlement.

4>> customs clearance, the value of goods from the original tourist shopping under a single cabinet of less than 50 thousand dollars, to a single ticket declaration value of goods below $150 thousand, suitable for more high value goods;

5>> fostering diversified trade entities and relaxing the main body's access;

6>> limits the port of entry, and the goods exported in the form of market purchase and trade must go through customs clearance procedures at designated Customs clearance places.

7>> improve the protection mechanism of intellectual property rights.

1>> value-added tax is exempt from remission, so as to solve the problem of "no small ticket, mixed goods and variety" in the market, and achieve international trade at home.

2>> threshold is low, suppliers and purchasers do not have deep involvement in substantive foreign trade links. Small and medium-sized merchants who do not possess international trade ability can also participate in foreign trade simply.

3>> realizes customs facilitation, simplifies classification declaration, once customs declaration, one inspection and one release, and quickly moves towards international market.

4>> cross-border RMB settlement has broken through the restrictions on "who exports and who receives foreign exchange", allowing multi-agent to collect foreign exchange, and market traders, principal agent companies and purchasers can receive foreign exchange.

The main difference between market purchasing trade and other modes of trade lies in:

1>> customs supervision methods are different, "general trade" customs supervision code is "0110", and "market procurement" customs supervision code is "1039".

The goods purchased for export are exempted from VAT directly, and the way of expropriation is exempt from refund. That is, the market operators in the market cluster area, goods that have not been obtained or can not obtain the VAT invoice, can be exported through market purchasing and trade.

How big is the market area?

The market area of Shishi clothing city's purchasing trade pilot area needs to be determined by the competent department. Its market cluster area is east Shilong Road, South Tongxing Road, West to Nanyang Road, and north to South Ring Road, covering 1100 mu.

The registration place for enterprises to carry out market purchase and trade export business should be within the administrative area of Shishi, and the application for "registration and registration of market purchasing trade operators" shall be examined by the "business registration and registration of market purchasing trade operators" of the Shishi business department, and the market purchase trade qualification shall be obtained, and the market procurement trade export business can only be carried out after the confirmation of customs, taxation and foreign exchange departments.

In recent years, Shishi has further intensified its efforts to expand its international market, and the number of countries and regions that have been exporting itself has increased from 120 4 years ago to 163.

In the first three quarters of this year, the total import and export volume of Quanzhou reached 142 billion 900 million yuan, and the total export volume increased by more than that of the whole province.

According to statistics, in the first three quarters of this year, Quanzhou's total foreign trade import and export volume totaled 142 billion 900 million yuan, an increase of nearly 27% over the same period last year, of which the export ratio increased by nearly 20%, much higher than the average level of the whole province.

Although Fujian is a large province of foreign trade, the new format of trade has been relatively short for a long time.

In order to make up for this short board as soon as possible, since March 2017, the Fujian provincial chamber of Commerce has mobilized and comprehensively combed the assessment, and has submitted to the Ministry of Commerce in a timely manner for the pilot application of Shishi clothing city and other places in a timely fashion.

Provincial, city and county three levels of linkage, unequal dependence, and consolidate the basic work of the pilot application market, with the pilot application as an opportunity to force mechanism innovation, service innovation, regulatory innovation.

In September 29th this year, 7 ministries and commissions such as the Ministry of Commerce and the General Administration of Customs formally approved the launching of a pilot mode of market purchase and trade in Shishi clothing city of Quanzhou. Shishi stood out from the more than 30 declared markets and became one of the 6 pilots in this batch.

In October 22nd, the Provincial Department of Commerce led a joint inspection team jointly with the provincial development and Reform Commission, the finance department, the Xiamen customs, the provincial taxation bureau, the Provincial Bureau of industry and commerce, and the provincial foreign exchange administration. The joint inspection team accepted the purchase information platform of Quanzhou Shishi clothing city.

In October 30th, the general office of the provincial government issued the pilot scheme for the procurement of trade in Shishi clothing city in Quanzhou, which focused on the business process, supervision mode and information construction of the market purchasing trade mode, and set up the management system and rules to adapt to the development of the procurement and trade mode of the market, so as to accelerate the cultivation of a new mode of foreign trade.

By 2020, new trade systems, advanced display trading platforms and convenient international trade channels will be basically formed to facilitate the development of market purchasing and trade. Trade facilitation and information technology will be significantly improved. A textile and garment specialized circulation market with reasonable layout, perfect functions, complete facilities, standardized management and mutual promotion between domestic and foreign trade will be established.

Among them, the proportion of merchants in the Shishi clothing city region's import and export business is more than 60%, and the volume of foreign trade exports accounts for 80% of the market volume, which has increased 20-30 percentage points for the general trade export promotion rate in Quanzhou.

In addition, there are more than 100 foreign trade service agencies, such as foreign trade companies, freight forwarders, customs declarations, etc., and the construction of foreign trade service platform carrier reaches more than 10 thousand square meters, so that the whole industrial chain and value chain of textile and clothing will be promoted simultaneously.

In November 14th, the State Administration of Taxation led the team to inspect the tax-free subsystem of Shishi clothing city site procurement network information platform.

On the same day, the General Administration of Customs issued the Announcement No. 167th in 2018, and agreed to open the pilot declaration.

In November 15th, Quanzhou Shishi clothing city fair pilot procurement trade formally launched, Shishi International Trade Service Center, Shishi market procurement trade service center was unveiled in the same period.

On the same day, Shishi's first single market procurement trade mode successfully completed the export customs clearance, starting from Shi Hu port.
