Water Environmental Protection In Jinjiang And Luoyang River Basins Is Included In This Year'S Legislative Plan.

Jinjiang and Luoyang rivers are key drainage basins in Quanzhou.

The topic of environmental protection in the "two rivers" basin is a hot topic of concern for members of the Committee during the two sessions of the city every year. This year is no exception.

With the constant efforts of the representatives and the joint efforts of the government departments, the regulation measures for the "two rivers" watershed have become more and more effective. The regulations on water environment protection in Jinjiang and Luoyang river basins in Quanzhou municipality, drafted by the Municipal Environmental Protection Bureau, have been examined and approved by the Municipal Government Executive Committee and submitted to the Standing Committee of the Municipal People's Congress for deliberation and included in the legislative plan of the Quanzhou Standing Committee of the people's Congress in 2019.

Years of efforts to repay historical debts and improve the quality of water environment.

The Jinjiang and Luoyang river basins are the main source of water for production and living in Quanzhou. They are responsible for supporting and ensuring the sustainable development of Quanzhou's economy and society.

Since the seven session of the thirteen Municipal People's Congress of 2006 adopted the resolution on accelerating environmental pollution control in coastal waters, the environmental pollution control work of offshore waters in Quanzhou has been implemented as a statutory task, so as to resume the governance of 12 rivers entering the sea in order to repay the determination and courage of historical debts.

In January 2017, the sixteen session of the National People's Congress adopted the resolution on Further Strengthening the water environment protection in the whole city, and promoted the extension of watershed management from the key river basins (including offshore waters) to small watersheds, and realized the full coverage of the water environmental protection work of the whole city from the water area to the land area, from the river bank to the coast, from the source to the sea.

From 2006 to 2018, the city invested nearly 20 billion yuan in all levels and implemented more than 1400 renovation projects, effectively solving many problems left over by history, and greatly improving the water environment quality of our city.

Since 2010, the proportion of water quality between the first and third class of control sections has been maintained at 100%.

From the beginning of 2017, the water quality improvement of fresh small watersheds was officially launched. As of the end of 2018, the provincial key examination of the third class water quality compliance rate of small watershed reaches 81.4%, achieving the phased target.

Among them, 6 small vs. small watershed were all eliminated, and 5 new catchment basins were added.

In addition, with the help of precision poverty alleviation and beautiful countryside construction, the city strives to build up 20 to 30 models with distinctive, refreshing and natural interest in three years' time from 2018 to 2020.

By the end of last year, 40 sub projects of 15 river basin model projects have been completed by 40.

At the same time, our city has been promoting the treatment of black and odorous water bodies in urban built-up areas in an orderly way. This year, we strive to basically achieve the goal of Changzhi's long Qing.

By the end of last year, 5 black and smelly water remediation projects at the provincial level were basically completed, and 8 black and odorous water remediation projects supervised by the municipal level were steadily advancing.

Adhere to the priority principle of river basin protection and recommend unified planning and development

With the rapid growth of regional economy, the expansion of population and the continuous improvement of urbanization rate, the water environmental protection work in our city is lagging behind, and the problem of water pollution has become increasingly prominent. Especially, the pollution of source water has been repeatedly banned, and the pollution of side governance has been more serious.

Every year, there are many representatives of the two municipal councilmembers calling for legislation to provide legal protection for water environmental protection.

Through the promotion and repeated deliberation, the regulations on water environment protection in Jinjiang and Luoyang river basins in Quanzhou have been included in the legislative plan of the Quanzhou Standing Committee of the people's Republic of China in 2019.

The general idea of the regulations (Draft) is to focus on the prominent problems in the water environment protection in Jinjiang and Luoyang, and strive to embody local characteristics and solve local problems.

According to the current water quality and protection objectives of the river basin, the water quality of the river basin can only be improved by legislation.

The regulations (Draft) emphasize the priority of water environment protection in Jinjiang and Luoyang, and stipulate that the upstream areas of Jinjiang and Luo Yangjiang river basins will no longer approve the construction projects that may affect the water quality safety of Jinjiang and Luoyang rivers, such as chemical industry (except for mixed or separate loading), electroplating, leather making, dyestuff, pesticide, printing and dyeing, lead-acid batteries, paper making, industrial hazardous waste management and disposal projects.

The upstream areas of Jinjiang and Luoyang river basins should limit production projects such as mineral processing, pharmaceutical and photovoltaic industries that may pollute the water environment.

The regulations (Draft) further prohibit or restrict the development, construction, utilization and other activities in Jinjiang and Luoyang rivers.

There are mainly: Jinjiang and Luoyang river bank ecological protection in the blue line should not be built without authorization and flood control, hydrology, pportation, landscape, water intake, afforestation, drainage, sewage network, and cultural relics or cultural heritage protection, management, monitoring and other facilities.

It is strictly prohibited to engage in activities within the range of five hundred meters or one mountain area along the main stream of the Jinjiang River and Luoyang River Basin, and within a single mountain area of drinking water sources, including digging sand, taking earth, quarrying, digging up soil, washing sand or other activities that may cause soil erosion; constructing tailings pond or dumping construction waste residue and waste soil and other construction waste; discharging, stacking, storing solid waste or other pollutants that may cause water pollution, and occupying the river course.

It is emphasized that the construction, reconstruction and expansion of roads, sewage pipelines, oil and gas pipelines and other construction projects which are not related to water supply facilities and protection of water sources shall be prohibited in the first grade protected areas of drinking water sources.

"The legislation of water environment protection in the two rivers basin is the general trend and the people's wishes."

Chen Haipeng, deputy director of the municipal CPPCC Standing Committee and the Quanzhou Municipal Committee of the Kuomintang, said that the coastal city landscape along Jinjiang and Luoyang river is a valuable natural resource of Quanzhou, which has a significant impact on Quanzhou's development planning and the life of the citizens.

He suggested that the Quanzhou municipal government set up a unified organization and coordination agency to integrate the ecological construction of Jinjiang and Luoyang River into Hayes new town, and be unified by the municipal government.
