The National Center for urban energy measurement (Zhejiang) investigates and sorts out the technological processes, energy varieties and metrological characteristics of the textile and dyeing industry in light of the unequal calculation methods of production and energy consumption, the difficulty in energy data analysis and the difficulty in determining the level of energy consumption, and formulating the implementation plan to organize 30 printing and dyeing enterprises in the province to carry out energy efficiency benchmarking activities.

The national urban energy measurement center (Zhejiang) took the lead in finishing the 2 requirements of printing and dyeing industry, namely, the requirements for the measurement and management of green enterprises in the printing and dyeing industry, and the "printing and dyeing enterprise system energy balance calculation method". The Keqiao Quality Inspection Institute of Shaoxing participated in the formulation of the first national green printing and Dyeing Group standard "green printing and dyeing requirements general regulations". The provincial textile Survey Institute developed the "Zhejiang manufacturing" standard for printing and dyeing industry, and promoted the "textile and garment industry pformation and upgrading standardization pilot project", and built the advanced standard system framework.

The Metrology Institute of Zhejiang and the National Energy Measurement Center (Zhejiang) organized the energy metering review of 30 key energy consuming units in 2018. The national urban energy metering center (Zhejiang) has actively developed online calibration technology for natural gas pipeline network, such as ultrasonic flowmeter, electric energy metering system and coal conveying electronic belt scale, has developed the testing software of sound speed comparison method, developed a portable multi-channel standard energy metering system device, and first created the weighing superposition weighing and calibration technology, which solved the problem of weekly inspection of online energy appliances.
