    10 years ago, in response to the international financial crisis, the State Council issued the "textile industry readjustment and revitalization plan", proposing to stabilize domestic and foreign markets, improve the capability of independent innovation, speed up the implementation of technological pformation, eliminate backward production capacity, optimize the regional distribution, improve the public service system, speed up the building of independent brands, and enhance the competitiveness of enterprises.

    In the past 10 years, China's textile industry has established a new orientation of "science, technology, fashion and green" around the revitalization plan. It is constantly strengthening the independent innovation of science and technology, intensifying the brand building of all levels of products, enterprises and industries, and promoting the whole industry to form the largest, most extensive and most functional industrial system in the world.

    Statistics from the China Textile Industry Federation show that in 2017, China's fiber processing volume reached 54 million 300 thousand tons, accounting for more than 70% of the world's total value; textile and apparel exports amounted to US $274 billion 510 million, accounting for 35.8% of the world's total; the trade surplus of textiles and clothing was 248 billion 890 million US dollars, accounting for 58.9% of the national trade balance.

    At present, the textile industry has an employment population of about 20 million. It provides about 10000000 jobs and hundreds of billions of yuan in cash income for rural migrant workers every year. The textile industry uses about 9 million tons of domestic natural fiber raw materials every year, making continuous contributions to agricultural development and increasing farmers' income.

    Therefore, China's textile industry still maintains the "hegemony" status in the global textile trade pattern, reflecting the irreplaceable competitive advantage of China's textile industry in dealing with the international emerging market demand and stabilizing the international market share.

    The "mother industry" in the industrial system

    The textile industry is also a "mother industry" in the process of industrialization in China.

    The textile industry is a light industrial system that processes natural fibers and chemical fibers into various yarns, silk, yarns, belts, fabrics and dyed fabrics.

    The textile industry is one of the important industrial sectors in the light industry. Compared with heavy industry, it has the characteristics of less investment, faster capital turnover, shorter construction period and more employment.

    Therefore, the textile industry plays an important role in promoting economy, absorbing employment, expanding export trade, increasing farmers' income, and promoting the construction of urbanization.

    China's modern textile industry began to hatched in 1870s. Until 1890s, the Shanghai machine weaving Bureau, Huaxin Textile new Bureau, Huasheng Textile General Bureau, Yuyuan yarn mill and Hubei weaving layout were officially launched, which opened the curtain of modern cotton textile industry in China.

    In the 20s of last century, Shanghai's national textile industry entered the golden age, which led to the development of finance, logistics, shipbuilding and other industries. The textile industry became the "mother industry" of Shanghai.

    After the founding of new China, the Chinese government gradually integrated the textile industry system of Shanghai, Jiangsu and Zhejiang through the means of public-private partnership, and the textile industry became an important industrial sector supporting the construction of new China.

    Since then, China has begun to develop the mainland textile industry in a planned way. By the early 80s of last century, the number of spindles of cotton spinning and wool spinning in the mainland has accounted for 40% and 32% of the total respectively.

    Tibet, Xinjiang, Ningxia, Inner Mongolia, Guangxi and other areas where there were no ethnic minorities living in the modern textile industry in the past, have already built wool textile, cotton textile and silk textile factories adapted to local raw material resources and consumption habits, and gradually improved the layout of the textile industry.

    Through the construction of a new factory, we have developed a comprehensive textile industry design, construction and technical team.

    After the reform and opening up, with the accession and growing of township enterprises and private enterprises, the textile industry has achieved rapid development, forming an industrial system that has been continuously improved from the manufacture of upstream fiber raw materials to clothing, household and industrial end products.

    Statistics show that in 2007, China's textile industry realized an industrial added value of 812 billion 600 million yuan, accounting for 6.9% of the total industrial added value, accounting for 3.3% of the GDP of the whole country.

    About 30% of the products in the textile industry are sold to the international market, and the international market share ranks first in the world for 10 consecutive years. In 2007, the total export volume of textiles and clothing was 175 billion 600 million US dollars, accounting for 14.4% of the total exports of the country, accounting for 30% of the total international textile and clothing trade.

    The application scope of textile products has expanded to many fields, such as aviation, aerospace, water conservancy, agriculture, pportation, medical treatment and so on.

    The industry absorbs more than 20 million employees, of whom 80% are migrant workers, and nearly 10 million tons of cotton, wool, hemp and silk fibers are digested by agriculture, benefiting 100 million farmers.

    China has become a major producer and exporter of textile and clothing in the world.

    "Revitalization plan" to promote pformation and upgrading

    In 2008, the financial crisis triggered by the subprime mortgage crisis in the United States quickly became a global financial crisis and had a huge impact on China's real economy.

    In response to the international financial crisis, the State Council issued the "textile industry readjustment and revitalization plan".

    From 2009 to 2011, the production of textile industry has maintained steady growth, the industrial structure has been further optimized, the capability of independent innovation, the level of technology and equipment, the quality of varieties have been significantly improved, the industrial layout has tended to be reasonable, the construction of independent brands has made great breakthroughs, and the capacity of the textile industry has gradually withdrawn from the country, and a substantial step has been made from the major textile nation to the textile power.

    The plan calls for a steady growth in total volume, two in industrial structure, three in science and technology, and four in energy saving and emission reduction. Five is to make substantial progress in eliminating backward production capacity.

    Industry experts point out that a major problem hindering the development of China's textile industry is the problem of environmental protection.

    The main problem of environmental protection is wastewater treatment, but about 80% of textile waste water comes from the printing and dyeing industry.

    Another constraint on the development of the textile industry is backward production capacity, "zombie enterprises" and "zombie market".

    Speeding up the elimination of backward production capacity is a major move to pform the mode of economic development, readjust the economic structure, and improve the quality and efficiency of economic growth.

    As China continues to accelerate the structural adjustment of overcapacity, promote the implementation of policies and measures for energy conservation and emission reduction, and curb the repetitive construction of such projects, the unfavorable factors restricting the development of the textile industry gradually decrease.

    Through the comprehensive utilization of industrial resources, idle sites, idle facilities and so on, we should guide potential textile enterprises and professional clothing market to become bigger and stronger.

    According to statistics from the China statistical annual inspection, as of 2016, 186 state-owned textile industrial enterprises accounted for 123 billion 825 million yuan in total textile industry, 163 in clothing industry, 27 billion 548 million in total assets, 43 in chemical fiber industry and 92 billion 277 million in assets.

    In the private industrial enterprises, there are 13614 textile industries, accounting for 1 trillion and 149 billion 894 million yuan in total assets, 8922 in the clothing industry, 540 billion 423 million in total assets, 1260 in the chemical fiber industry and 219 billion 212 million in assets.

    "Innovation driven" burst new vitality

    Saving resources and protecting the environment is China's basic national policy.

    From the perspective of textile and garment market, China's urban structural adjustment and function upgrading in recent years have put forward higher requirements for the specialized market of textile and clothing. The development of green is the objective demand under the new normal, and is the inevitable choice for the sustainable development of the professional market.

    Rising to the entire textile industry, we should not only face the structural adjustment and functional pformation of the domestic market, but also face the changing and fierce competition in the world's textile industry.

    In particular, with the further development of economic globalization and multi polarization, the focus of production and consumption market shifts to emerging countries, and the division of global industrial division is reshaping.

    The consensus of China's textile industry is that to make the textile industry a "innovation driven" technology industry, we need to start from three aspects: quality, efficiency and cost.

    Constantly enrich varieties, enhance quality, deepen technology and management innovation, improve labor productivity and flexible manufacturing level of supply system, become a leading industry of culture, perfect brand service system, cultivate world-class brand, and enhance product added value and fashion discourse power.

    At the same time, we should improve the manufacturing system of textile industry in an intelligent and service-oriented direction.

    In fact, in the face of the new international situation, China's textile industry has begun to form a new pattern of scientific and technological innovation and development.

    Especially with the highly development of information technology, intellectualization and globalization, China's textile industry is characterized by intelligence and green, and based on knowledge and technology, it begins to pform from providing products to providing experience, changing from manufacturing to service manufacturing, and changing from providing equipment to providing overall solutions.

    In terms of textile and garment industry, creative design and fashion culture also profoundly change the value structure of products and industries.

    Scientific and technological innovation has deeply integrated into China's textile industry's design, research and development, production, service and other links.

    Information from the China Federation of textile industry shows that in the 2018 global innovation index report issued by the World Intellectual Property Organization and other agencies, China has entered the top 20 "most innovative economies" for the first time.

    From 2012 to 2017, China's scientific and technological innovation ability has significantly improved, and the main innovation indicators have entered the forefront of the world.

    At present, there are 61 enterprises and 4 sub centers in the textile industry, and there are 18 national technological innovation demonstration enterprises. In 2017, the expenditures for research and testing of textile enterprises above Designated Size amounted to 44 billion 974 million yuan.

    R & D patents have increased significantly, and the annual authorized amount of invention and utility models has increased to more than 40 thousand per year.

    At the same time, the focus of our textile industry's utilization of international resources has changed from "Introduction" of the original products, capital and technology to "going out".

    At present, backbone textile enterprises actively carry out global industrial chain layout and pnational resources integration through green investment and capital operation.

    According to statistics, as of 2017, China's textile industry overseas investment enterprises had more than 1000 households, the investment stock amounted to 8 billion 810 million US dollars, and the annual operating income exceeded 10 billion US dollars.
