Saudi Arabian Textiles Technical Regulations Take Effect

In August 24, 2018, the Saudi Arabian standard, measurement and Quality Bureau (SASO) issued textile technical regulations in its official gazette.

This new regulation applies to all textile products sold in the Saudi Arabian market.

According to the regulations, textile suppliers should comply with the regulations from February 23, 2019, and the textiles that do not meet the requirements can be traded to August 23, 2019.

The regulation stipulates the basic requirements of textile products and the conformity assessment procedures that textile suppliers must comply with when they put the textile on the market.

Textile suppliers must obtain the certificates issued by certification bodies according to the following product types:

Type 3: Children's products and underwear;

Type A1: textile products other than children's products and underwear.

In order to obtain the certificate of conformity, the following technical documents should be provided for textile products:

Declaration of compliance of suppliers (manufacturers / importers);

- laboratory reports on the safety of dangerous chemicals products.

Products with Saudi quality marks or Saudi environmental marks or equivalent issued by SASO can be considered to meet all requirements in technical regulations.

1. Scope of application

Annex 1 lists textile products subject to this technical regulation, including:

(1) textile fiber accounts for at least 80% of the total weight of the product.

(2) textile fiber accounts for at least 80% of the total weight of furniture, including decorative furniture, umbrellas and sunshade.

(3) all textile accessories: the upper part of the multi-layer carpet, the bedspread, the external account of the camping supplies (textile fiber content is more than 80%), used for making other products and processing textiles (such as shoes) which are inseparable part of the product.

2, label

(1) the information to fill in the label or tag must comply with the relevant standards listed in Appendix I B.

(2) information must be correct and verified without misleading consumers.

(3) labels must be sewn or firmly attached to the product, not easy to be dismantled and located in common positions in textile products.

(4) labels should not contain any Koran Scriptures or names of Allah. The images and words used shall not violate public order, public morality and Islamic values prevailing in the kingdom of Saudi Arabia.

(5) the label should contain the following information: percentage of fiber components (the name of the fiber listed in Annex 3 of this technical regulation), weight and size of the product, supplier name and business registration number, country of origin, nursing guide.

3, safety requirements

(1) children's wear rope.

(2) banned chemical substances: azo dyes, formaldehyde, chlorophenols, o-phenyl phenol (OPP), heavy metals, carcinogenic dyes and sensitizing dyes, flame retardants, pesticides, herbicides and fungicides, chlorinated organic compounds, ortho benzene two formate, organotin compounds and pH values;

(3) sweat fastness, color fastness to water, colour fastness to rubbing and colour fastness (for children's clothing only).
