    Donate, find a new owner for clothes that are not available.

    Recently, in Nanjing Jiangning District Tiandi New District, near the building 18, pparent "Love Wardrobe" has ushered in thirty or forty new clothes: Down garments, cotton padded clothes, sweaters and so on. It looks very bright and fashionable.

    They say they are new because every month on 10, there will be such an activity that residents can help themselves.

    Despite the drizzle, the clothes that had just been hung were claimed for ten minutes.

    These are second-hand clothes.

    They are collected from the recycle bin distributed in each district and processed.

    According to Wang Junjie, director of a Jiangsu Environmental Protection Technology Co., Ltd., the company has placed more than 1000 old clothes recycling boxes in hundreds of residential areas and colleges and universities.

    The Tiandi new district is one of the earliest settings, and more than 1000 clothes are recycled in one year.

    At the same time, they cooperate with public welfare organizations to set up "love closets" in 6 communities, and will gradually promote them.

    On site staff, not only is every donation popular with the residents, but once a week, there are few empty containers, and fewer than one or two pieces, and hundreds of them. For example, when reporters interviewed this day, a few bins of the plot were installed around 1/3.

    Data show that in the past year, the company recovered 1200 tons of old clothes in Nanjing.

    The staff said, "in the past, residents used to throw old clothes into trash cans and mix them with ordinary garbage.

    After recycling, some people also encountered the dilemma of throwing rubbish into the box, not understanding the property and entering the door.

    But in recent years, more and more people are accustomed to putting their old clothes in the recycling bin.

    It is impressive that several students at Nanjing Agricultural University live far from the recycling bin. They regularly collect their old clothes in their dormitories, and then notify the company to come to pick them up. When they graduate, they will hand over the work to the next students, which has lasted for three or four years.

    "Old clothes donation has gone through some detours, which is a process of gradual improvement.

    At the very beginning, we donated old clothes to the local vulnerable groups. After recycling, we selected some of them to donate. Sometimes they also received feedback, saying they were tasting, wearing allergies and so on.

    Wang Junjie introduced that, after having experience, old clothes should reach 80% new styles and good quality. After cleaning and disinfection, the standard of donation can be achieved, and about twenty or thirty tons will be donated annually.

    Zhu Min, the founder of the above public welfare organization, told reporters that the team was in contact with more than 100 public welfare organizations throughout the country. Through cooperation with old clothes recycling enterprises and public welfare organizations, the team made donations to the poverty-stricken areas of Guizhou, Xinjiang and Sichuan on an irregular basis.

    In front of a factory house in Jiangning District of Nanjing, the environmental protection technology company was loaded down from the van and packed into a "clothing mountain" in the sorting workshop.

    Workers told reporters that during the sorting process, more than 80% of the new clothes could be used as a love donation after processing, and such clothes would be selected separately, accounting for about 7% to 8%.

    Next to the sorting workshop is the washing workshop, which is made of clothes that can be donated.

    Reporters at the scene saw that an integrated washing dryer was running at high speed, and there was disinfectant in addition to detergent.

    It can clean twenty or thirty kilograms of clothes at a time, and four hundred or five hundred pieces a day.

    After preliminary treatment, clothes should also be hung on the next door to disinfect the ultraviolet lamp.

    After ironing and packaging, these old clothes can be used to donate.

    From recycling to donating, the cycle lasts about a week.

    In addition to 80% new clothes, recycling is the main reason for recycling. It seems that old clothes that are worn or damaged can not meet the needs of re dressing, and will be classified again according to material and color.

    It is reported that pure cotton clothes will be partitioned and packaged and processed into industrial dishcloth.

    The company is built as an industrial rag and has a complete production line.

    Chemical fiber and blended clothes are pported to the next flowering plant. After flowering, they are spun into yarns. Finally, they are made into gloves, thermal insulation cotton and other labor protection products. The down eiderdown of down coats can also be treated as raw materials for Down garments.

    A small amount of clothes which can not be recycled at last can only be used as garbage disposal.

    At the entrance of the sorting workshop, several workers removed the collar and sleeves of the selected cotton clothes and cut them into about 20 centimeters square. After being cleaned by special equipment, the boxes were stacked together and bundled into a large "bean curd block", neatly placed in the storage room, waiting to be processed into industrial dishcloth.

    The chemical fiber clothing that will be pported to bloom has also been cut to the next factory for a series of disinfection.

    After the flowers bloom, they can be used as gloves and other labor protection products. They can also be used for automobile interior and exterior decorations, curtains and thermal insulation cotton.

    "The first thing to do with old clothes recycling is to collect raw materials for making industrial dishcloth, and after joining the volunteer team, there is an idea of doing public welfare."

    Wang Junjie said frankly that only 400 thousand yuan a day is needed for the daily operation of old clothes recycling, and some government subsidies can be obtained for fixed assets investment in the construction of waste textiles recycling system.

    On the one hand, the government subsidy alleviates the cost pressure of the company, on the other hand, it also brings the reputation and popularity to the company, which has opened up channels for the sales of industrial dishcloth and so on.

    Last year, the sales volume of the company's industrial dishcloth was about 2 million yuan, and the sales of chemical fiber and other fabrics were about 500 thousand yuan, and the subsidy of the local business department was 90 thousand yuan. In addition, the value added tax was reduced by 100 thousand yuan or so.

    In this way, recycling and caring donations form a stable closed loop.

    Regulation to make old clothes reclaim more standard

    Reporters in many communities have seen the green clothes recycling bins placed in the eye-catching position, but there are still some residents are worried and dare not try.

    "This market is mixed up. Some irregular recycling companies will not clean and disinfect?

    During the interview, several residents said that if the whereabouts of old clothes were unknown, they would rather keep them at home.

    Zhu Min told reporters that she had also seen reports that small businesses without qualifications were recycling old clothes, or even scalping without washing or drying, which affected the reputation of the whole industry and cast a shadow over the donation of love.

    In order to avoid such a situation, the association usually visits in person or directly contacts with the public welfare organizations and government departments that need donations, and reduces the intermediate links. At the same time, feedback is strengthened, giving donations to both sides by means of photos and videos.

    Wang Junjie said that the company is stepping up its technological input, strengthening the dynamic monitoring of the recycling bin, and ensuring the safety of the front end market of the old clothes recycling.

    "When the old clothes are donated to the receiving units, whether the users are satisfied, what they are used for or what they wear is inappropriate, but it is very difficult to effectively trace and feedback them.

    Sometimes even a new clothing donation is not always in line with the actual needs of the other party, which will cause two waste.

    Zhang Jianyu, the head of another environmental public welfare organization, suggested that tracking the regulatory mechanism is very important, which can be supervised by government departments or purchased by third party services.

    Liu Qichuan, an associate professor of Law School of Southeast University, said that China has formulated and is implementing the law on cleaner production promotion, the law on the prevention and control of solid waste pollution, the regulations for the management of renewable resources recovery, the opinions of the general office of the State Council on the establishment of a complete and advanced system for the recovery of waste commodities, and so on. However, there is no direct stipulation on how to regulate the problem of old clothes recycling.

    "There are several outstanding problems in the recycling of old clothes: there are no clear and unified regulations on the qualification, behavior standard and responsibility undertaking of the recycling agent. For the recovery organizations and individuals, the regulatory bodies and regulatory methods are not clear or vague, and are currently in a state of regulatory omission."

    Liu Qichuan believes that first, we should formulate laws and regulations on regulating the recycling of old clothes, including guiding principles, the main body of supervision, the conditions of access to the main part of the recovery, the obligation to mark and disclose the main part of the recycling, and the details of illegal and improper liability.

    Secondly, it is suggested that the concept of "effective government guidance and market participants" should be adopted to encourage social organizations, enterprises and individuals to participate actively. The government can formulate the agreement text of the regulatory body and the rights and obligations of the recovery subjects, formulate the subsidy rules for the recovery subjects, and make clear the channels and ways of social supervision.
