China Office And State Office Issued The Guiding Opinions On Promoting The Healthy Development Of Smes.
Recently, the general office of the CPC Central Committee and the general office of the State Council issued the "guiding opinions on promoting the healthy development of small and medium-sized enterprises", and issued a notice requiring all localities and departments to conscientiously implement them in combination with the actual situation.
The guiding opinions on promoting the healthy development of SMEs are as follows:
Small and medium-sized enterprises (SMEs) are the new force of national economy and social development. They are important forces to expand employment, improve people's livelihood and promote entrepreneurship and innovation, and play an important role in stabilizing growth, promoting reform, adjusting structure, benefiting people's livelihood and preventing risks. The Party Central Committee and the State Council attach great importance to the development of small and medium-sized enterprises, and have issued a series of policies and measures in the areas of finance, taxation, finance, business environment and public services, so as to achieve positive results. At the same time, with the changes of the international and domestic market environment, the problems of small and medium enterprises, such as rising production costs, financing difficulties, financing and innovation and development capabilities, are becoming increasingly prominent. In order to promote the healthy development of small and medium-sized enterprises, the following opinions are put forward.
I. guiding ideology
Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we should comprehensively implement the spirit of the nineteen and third Plenary Session of the nineteen Central Committee of the party and uphold and improve our socialist basic economic system. We must adhere to the "two unswervingly" upholding the general keynote of the steady progress, adhere to the new development concept, take the supply side structural reform as the main line, enhance the quality and efficiency of development, and create a fair and convenient business environment in accordance with the principle of competition neutrality, so as to further stimulate the vitality and development power of SMEs. We should conscientiously implement the SME Promotion Law, relieve the difficulties of SMEs, stabilize and enhance enterprise confidence and expectations, increase innovation support, enhance the professional development ability of SMEs and the development level of SMEs, and promote the healthy development of SMEs.
Two, create a favorable environment for development.
(1) further easing market access. We must resolutely eliminate unreasonable thresholds and restrictions and create a fair competition environment in terms of market access, approval and licensing, tendering and bidding, and the development of military and civilian integration, so as to provide adequate market space. We should constantly reduce the negative list of market access, promote the universal implementation of "non entry and entry", and maximize access convenience.
(two) actively serving SMEs. We should further deepen the reform of "letting go" for SMEs. We will continue to push forward the reform of the commercial system and facilitate the registration and cancellation of enterprises. We should promote the reform of the EIA system, implement the registration system for environmental impact registration, and reduce the time limit for approval of EIA to half of the statutory time limit. We should carry out fair competition review system, create a fair, open and pparent market environment, and clean up and abolish all kinds of regulations and practices that hinder unified market and fair competition. Active service enterprises, to the difficulties encountered in the development of enterprises, to "one enterprise, one strategy" to help.
(three) to implement a fair and unified market supervision system. Innovate supervision mode and incorporate supervision into service. We should avoid simple and crude measures to deal with small and medium-sized enterprises in the areas of safety supervision, environmental protection, and micro law enforcement and financial institutions' deleveraging. We should further promote law enforcement against monopoly and unfair competition, and ensure that small and medium-sized enterprises participate in market competition fairly. We must resolutely protect the property rights and other legitimate rights and interests of enterprises and their contributors, and no unit or individual may infringe upon the property and legitimate gains of small and medium-sized enterprises. We must strictly prohibit all kinds of behaviors that are difficult to restrict the development of small and medium-sized enterprises, and pursue accountability for violation of regulations.
Three, crack financing difficult financing problems
(1) improve the financing policy of small and medium-sized enterprises. We will further implement the policy of directional reduction of Inclusive Finance. We should increase the support for small and micro enterprises by rediscount, and focus on supporting the discount of small and micro enterprises under 5 million yuan and the following small bills. The scope of the small loan policy will be extended to eligible small and medium banks (including new Internet banks). Small and micro enterprise loans with a single household credit of 10 million yuan or less are included in the scope of qualified collateral for medium term lending convenience.
(two) expand financing channels actively. We should further improve the bond issuance mechanism, implement the support tools of private enterprises' bond financing, take the selling of credit risk mitigation certificates, and provide credit enhancement services, and so on, and support the normal bond financing needs of private enterprises operating normally and facing temporary liquidity constraints. We should explore the implementation of private enterprise equity financing support tools, encourage the establishment of special funds for market operation, and carry out mergers and acquisitions or financial investments of private enterprises. We should vigorously develop high-yield bonds, private debt, double financing special debt financing instruments, venture capital fund bonds, innovative and entrepreneurial enterprises special bonds and other products. Research to promote SMEs to rely on accounts receivable, supply chain finance, franchise and other financing. We should improve the risk sharing and compensation mechanism of intellectual property pledge financing, and give full play to the role of intellectual property rights in increasing credit and increasing loans. We should guide financial institutions to extend medium and long-term loans to small and micro enterprises and develop continuous loan products.
(three) support the use of capital market direct financing. Speed up the initial listing process of small and medium enterprises, and facilitate the listing of small and medium enterprises with prominent and standardized operation. We should deepen the reform of issuing, trading and information disclosure, and support SMEs in listing the new three boards. We will promote the pilot projects of innovation and start-up companies, and improve the mechanism of convertible bond conversion. The study allows listed companies to issue Switching Company bonds. We should implement a reverse linkage system between the proportion of investment reduction and the duration of investment, and encourage early innovation and entrepreneurship. Encourage local intellectual property rights operation fund and other specialized funds to serve SMEs' innovation and development. For enterprises with stock pledge risks, we should formulate relevant pitional mechanisms in accordance with the principles of marketization and rule by law, and take measures to prevent and mitigate risks according to the specific circumstances of enterprises.
(four) lighten the financing burden of enterprises. Financial institutions are encouraged to expand the financing of export credit insurance policy and export tax refund accounts, so as to meet the financial service needs of import and export enterprises. We should speed up the role of the national financing guarantee fund, and guide the guarantee institutions to gradually cancel the counter guarantee and reduce the guarantee rate. To clean up the matters of guaranty, insurance, assessment, notarization and other matters that are mandatory for the financing of small and medium-sized enterprises, so as to reduce the additional expenses in the financing process and reduce the financing cost.
(five) establish a classified supervision and assessment mechanism. We need to relax the restrictions on small and micro enterprises' loans to enjoy the single household limit of the risk capital discount weight, and further release the economic capital of commercial banks' loans to small and micro enterprises. We should revise the performance evaluation methods of financial enterprises, appropriately relax the requirements of assessment indicators, and encourage financial institutions to increase their credit input to small and micro enterprises. To guide banking financial institutions to consolidate the internal incentive pmission mechanism for small and micro businesses, optimize the allocation of credit resources, improve performance appraisal programs, appropriately reduce the weight of profit assessment indicators, arrange special incentive costs, encourage small and micro businesses to implement internal price pfer preferential pricing measures, refine the management of small and micro enterprises' loan tolerance, improve the credit and due diligence exemption provisions, increase the incentive for private sector enterprises and small and micro enterprises to raise loans, increase the credit ratio of private enterprises and small and micro enterprises, improve the ability of credit risk management and control, and implement the policy of standardized service charge.
Four, improve fiscal and tax support policies.
(1) improving financial and tax support for small and micro enterprises. The implementation of the policy of small and micro enterprises' financing guarantee and fee reduction award and subsidy is implemented. The central government arranges and awards funds to guide local support to expand the scale of financing guarantee business of small and micro enterprises in the real economy and reduce the cost of financing guarantee. To further reduce the policy threshold for discount loans for enterprise guaranteed loans, the central government will allocate funds to support local businesses in giving loans and subsidies to small and micro enterprises, and promote relevant statistical monitoring and analysis. We should implement the policy of pre tax deduction for the loan interest income of small and micro enterprises and individual industrial and commercial households under 10 million yuan and small businesses and financial institutions.
(two) reduce the tax burden of small and medium-sized enterprises. We should standardize the charges related to enterprises, and speed up the local enterprises' administrative fees. We should promote substantial tax cuts such as value added tax, and implement universal tax relief for small and micro enterprises and technology start-ups. According to the actual situation, we should reduce the social insurance premium rate and support the employment of SMEs.
(three) improve the policy of government procurement to support SMEs. Governments at all levels should provide convenience for small and medium-sized enterprises to carry out the financing business under government procurement, and timely disclose information such as government procurement contracts according to law. To study and improve the Interim Measures for government procurement to promote the development of small and medium-sized enterprises, and to adopt policies such as budget reservation, elimination of thresholds, assessment and preferential treatment, etc., to implement the policy of government procurement to promote the development of small and medium-sized enterprises. In the government procurement activities, we lean towards specialized new small and medium-sized enterprises.
(four) give full play to the leading role of various funds. We should promote the development of the National SME development fund to take the road of marketization, corporatization and professional manager system, so as to support the development of small and medium sized enterprises in seed stage and initial stage, and play a greater role in promoting the pformation and upgrading of SMEs and achieving the development of high quality. We will vigorously promote the implementation and operation of the national emerging industry development fund and the military civilian integration industrial investment fund, and support the financing of high quality enterprises in strategic emerging industries and civil military integration industries.
Five, enhance the ability of innovation and development
(1) improve the environment for innovation and entrepreneurship. We should strengthen the support of central finance for technological innovation of small and medium-sized enterprises. Through the national scientific and technological plan to increase the support for scientific and technological innovation of small and medium-sized enterprises, adjust and improve the project, task deployment and organizational management, and greatly improve the proportion of SMEs to undertake R & D tasks. Encourage large enterprises to open up shared resources to small and medium-sized enterprises, and create innovative networks for the collaborative development of small and medium-sized enterprises around the innovation chain and industrial chain. We should promote the professionalization of public spaces, enhance service capabilities, and achieve precise support for innovation and entrepreneurship. We should improve the open sharing mechanism of scientific and technological resources, encourage scientific research institutions and universities to build network management platform, establish efficient docking mechanism, and promote large-scale scientific research instruments and experimental facilities to open to small and medium-sized enterprises. Encourage small and medium-sized enterprises to participate in the construction of national major scientific research infrastructure. The central government has allocated funds to support a number of state-level and provincial development zones to build special carriers such as large and medium sized enterprises in terms of financing, professional capital gathering, technology resources support, and high-end talent guidance.
(two) earnestly protect intellectual property rights. The Internet, big data and other means should be used to strengthen intellectual property protection through source tracing, real-time monitoring and online identification, so as to accelerate the establishment of tort punitive damages system, raise the cost of illegal activities, and protect SMEs' R & D results. Organizing and implementing the intellectual property strategy of small and medium-sized enterprises, promoting the project, launching patent navigation, boosting the layout of technological development of small and medium-sized enterprises, and promoting services such as intellectual property guidance, early warning, agency, trusteeship and so on.
(three) guide SMEs to specialize in new development. We should support the promotion of pformation and upgrading of small and medium-sized enterprises, focusing on the main business, enhancing core competitiveness, constantly improving the quality and level of development, and taking the specialized and special new development path. Study and formulate the special evaluation system and establish dynamic enterprise library. Based on the specialties and new small and medium-sized enterprises, we will cultivate a group of small and giant enterprises with outstanding business, strong competitiveness and good growth in the fields of core components and components, key basic materials, advanced basic technology and industrial technology foundation. We will implement the special projects for the development of large and medium-sized enterprises, and create a batch of typical models and new models for financial development. A number of pilot projects for manufacturing double industry platform have been developed in the fields of integration of factors, capability opening, mode innovation and regional cooperation.
(four) providing information services for SMEs. We should promote the development of "Internet + small and medium-sized enterprises", encourage large enterprises and professional service institutions to build cloud manufacturing platforms and cloud service platforms for small and medium enterprises, develop products, solutions and toolkits that are suitable for SMEs' intelligent manufacturing needs, and improve the intelligent manufacturing support service system for SMEs. We will promote the cloud deployment of business systems for small and medium-sized enterprises, and guide basic and qualified SMEs to promote the intelligent pformation of production lines, and promote the deployment of low-cost, modular intelligent manufacturing equipment and systems in small and medium-sized enterprises. Vigorously promote the reduction of broadband access fees for SMEs in the central and western regions.
Six, improve service guarantee work
(1) improve the public service system. Standardizing the behavior of intermediaries, improving the quality of intermediary services in accounting, lawyers, asset appraisal, information and other aspects, giving priority to providing high-quality and efficient information consultation, business counseling, technical support, investment and financing, intellectual property rights, accounting and taxation, legal advice and other services for SMEs. Strengthen the construction and cultivation of SME public service demonstration platform. Set up an inter departmental SME policy information internet publishing platform, timely collect all kinds of policies and government service information related to small and medium enterprises, such as laws and regulations, innovation and entrepreneurship, finance and taxation, rights and interests protection and so on, so as to achieve one-stop service for policy information of small and medium-sized enterprises. We should establish a sound statistical investigation, monitoring and analysis system and regular release system for small and medium-sized enterprises.
(two) promoting credit information sharing. Further improve the directory of small and micro enterprises, and actively promote cooperation between banks and merchants. Relying on the national enterprise credit information publicity system and the directory of small and micro enterprises, we establish and improve the database of small and micro enterprises. Relying on the national public credit information sharing platform, we build a comprehensive credit service platform for the financing of small and medium-sized enterprises nationwide, develop "Xinyi loan", and share information such as registration, administrative licensing, administrative punishment, blacklist, tax payment, social security, water and electricity gas, warehousing and logistics with commercial banks, so as to improve information asymmetry between banks and enterprises, and improve credit scoring and loan availability of SMEs with good credit standing.
(three) attach importance to cultivating the contingent of entrepreneurs. We should continue to do well the training of leading talents in the management of small and medium-sized enterprises, and enhance the management level of small and medium-sized enterprises. We should improve the effective protection mechanism of tolerance failure and create a good environment for the growth of entrepreneurs. We should improve the policy guarantee and classified evaluation system of talent treatment. We should build a relationship between Qing Dynasty and Qing Dynasty, promote entrepreneurs' participation in formulating policies related to enterprises, and fully listen to the opinions and suggestions of entrepreneurs. We should set up a typical entrepreneur and carry forward the spirit of entrepreneurship.
(four) support for external cooperation and exchanges. Optimize customs procedures, simplify procedures and reduce customs clearance costs. We should deepen bilateral and multilateral cooperation and strengthen exchanges and cooperation between small and medium-sized enterprises in promoting policies, trade and investment, technological innovation and other fields. Support the conditions for the construction of Sino foreign SME cooperation zones. We should encourage small and medium enterprises' service organizations and associations to explore the establishment of "small and medium-sized enterprise centers" in mature countries and regions. We will continue to run the China International SME Fair and support small and medium-sized enterprises to participate in exhibitions and exhibitions at home and abroad.
Seven, strengthen organizational leadership and co-ordination.
(1) strengthen support and overall guidance. Party committees and governments at all levels should conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council on supporting the development of small and medium-sized enterprises, take positive measures to take the initiative to help enterprises solve practical difficulties in policies, financing and business environment. The relevant departments should strengthen the investigation of the problems existing in small and medium-sized enterprises, and promptly release solutions according to the division of labor requirements, and actively promote good experiences. We should strengthen the construction of the organization and working mechanism to promote the development of SMEs, give full play to the role of organizational leadership, policy coordination, guidance and supervision, clarify departmental responsibilities and division of labor, strengthen supervision and inspection, and promote policy implementation.
(two) strengthen the work supervision and evaluation. The office of the leading group of the State Council to promote the development of small and medium-sized enterprises should strengthen the supervision of promoting the healthy development of small and medium-sized enterprises, and entrust third party organizations to regularly carry out the environmental assessment of the development of SMEs and release them to the public. Local governments organize small and medium-sized enterprises to carry out environmental assessment according to the actual situation.
(three) create a good atmosphere for public opinion. Vigorously publicizing the principles, policies and laws and regulations for promoting the development of small and medium-sized enterprises, emphasizing the important position and role of small and medium-sized enterprises in the national economic and social development, commending the development of small and medium-sized enterprises and the advanced models emerging in the work of small and medium-sized enterprises, giving enterprises more sense of achievement and sense of honor, and forming a favorable social public opinion environment conducive to the healthy development of small and medium-sized enterprises.
