The industry is facing four uncertain factors, namely, the slowdown of the world economy and even the possibility of recession, the volatility of crude oil prices, the intensification of Sino US trade frictions, and the change of terminal market demand.

Meanwhile, after the "3 / 21" accident in Xiangshui, Jiangsu, the oil and chemical industry continued to survive and the atmosphere of public opinion became worse.

Under such circumstances, what are the opportunities and challenges faced by the chemical industrial park which is entrusted with the mission of "pformation and upgrading of industries and high-quality development carriers"?

On May 23~24, 2019 China Chemical Industrial Park and Industrial Development Forum will be held in Huizhou, Guangdong. At this annual event, large domestic petrochemical parks will be unveiled.

It can be said that the pformation and upgrading of the industry and the high quality development need to rely on the carrier of the chemical industrial park. Therefore, the carrier's quality, efficiency and green development are very important. This is not only the direction of the development of the park, but also what the National Chemical Industrial Park is doing.

After rapid development in the past few years, the chemical industry park has been changing rapidly, but it is undeniable that the development quality of so many chemical industrial parks is uneven.

The chemical industry park requires the development of "six integration", including raw material product project, utility logistics, environmental protection ecology, safety fire emergency, intelligent intelligent data and management services, aiming at improving production efficiency, reducing cost and forming circular economy, not a simple industrial agglomeration.

It puts forward higher requirements for managers than single chemical enterprises. Whether it has good planning, rational layout, strong risk management and control means are all compulsory courses for park managers.

At present, some chemical industrial parks in China do not have risk management and control capabilities, and have made many safety and environmental risks.

Therefore, on many occasions, we have advocated and stressed that the basis for the development of the park is to standardize the development, to rectify the park, to re plan and identify, and so on.

Take Shandong, a big petrochemical Province as an example, the number of parks in the province is large and its layout is scattered.

According to the requirements of high quality development, Shandong has reconfirmed the park. The number of chemical industrial parks has been reduced from the initial 299 and 199 to the final 89, and the practice is worth affirming.

What is particularly worth mentioning is that in recognition of Chemical Industrial Park, Shandong has issued a set of relatively scientific and standard criteria for classifying and classifying chemical industrial parks.

Shandong also publicized the last batch of list of chemical industrial parks to be identified in May 8th, which concluded that the work was drawing to a close and provided a good experience for the whole country.

We have always advocated that the right to identify chemical industrial parks should be placed in the province instead of being allocated to the municipal and county level. At the same time, we should recognize the need to entrust a professional third party organization and decide by multiple departments to ensure that the process of identification is orderly and reasonable, which is more conducive to the long-term development of the park.

With regard to the standardized development of chemical industrial parks, the Ministry of industry and Commerce issued the "guiding opinions on promoting the standardized development of chemical industrial parks" as early as 2016, requiring chemical industrial parks to plan scientifically, strengthen project management, strictly manage safety, strengthen green development, deepen the integration of two technologies, improve supporting services and strengthen organization and management.

In the coming period, with the rapid relocation of hazardous chemicals production enterprises, the chemical industry park will face a new round of survival of the fittest. Especially after the "3. 21" accident, all localities have strengthened the inspection and monitoring of the chemical industrial park, but "strong and strong", pressure is also a driving force. Good parks are not afraid of checking, and at the same time, such regulatory intensity has accelerated the pformation and standardization of chemical industrial parks.

Chemical Industrial Park is a scientific and systematic production system, and its standardized development is inseparable from the complete standard supporting system.

This work is not enough at present. The system standard of Chemical Industrial Park is still blank.

In order to promote the standardized development of chemical industrial parks, the guidelines for the development and construction of chemical industrial parks, which are currently under the guidance of our park Committee, are being intensified, and a draft for review is planned to be put forward by the end of this year.

The guidelines will be compiled from 17 aspects: planning and layout, land planning, industrial planning, logistics and pportation, recycling, safety management, hazardous chemicals pportation and closed management, fire emergency rescue, ecological environmental protection, infrastructure matching, public utilities matching, public gallery, information and intelligent public service.

At the same time, we are also accelerating the construction of guidelines for the construction of intelligent chemical parks, which will provide the necessary basis for enhancing the safety and environmental protection control level of the park through intelligence.

Just like the uneven development of chemical industry parks, the gap between the development level of green chemical industry in China's chemical industry parks and the level of intelligence development is relatively large.

The chemical industry is a capital and technology intensive industry. The automation level is very high. It is the highest level of "two integration" industry. The chemical industrial park is the most suitable industrial platform for developing circular economy. Therefore, the green and intelligent chemical industrial park is the general trend and the only way for the high quality development of Chemical Industrial Park.

In terms of greening, chemical industry parks can start from emission reduction at the source, build a recycling route between enterprises in the park, reduce the amount of "three wastes" from the source, and maximize the resources, efficiency and efficiency.

At present, we are speeding up the circular pformation of the chemical industrial park, upgrading the green development level of the park, and creating a batch of green development demonstration parks.

In terms of intelligence, safety and environmental protection are the key points, and also the prerequisites for the early stage of intelligent chemical industry park.

Through the establishment of intelligent system, while strengthening the risk management and control of safety and environmental protection, through cloud computing, big data and other means of processing, risk pre research and pre judgment will be achieved, and the danger will be eliminated in the bud to realize the intrinsic safety of the park.

At present, under the leadership of the Ministry of industry and commerce, the industry is promoting the construction of the "China intelligent chemical industrial park pilot and demonstration unit". At the upcoming garden conference, a new batch of demonstration parks will be born.

Green and intelligent is the only way for the high quality development of chemical industry park.
