As early as July 2018, Shengze, Wujiang, applied for the construction of Wujiang textile circular economy industrial park in the district. The plan is located in the southwest part of Shengze Town, with a total area of 5.7 square kilometers, including two areas, that is, the new industrial area of the north and the southern printing and dyeing gathering area. It is an important part of Wujiang's "eight benchmarks" and the implementation of the "555 plan".

Shengze town is known as the "famous silk town in China" and "the famous textile town in China".

The total fabric output of the whole town accounts for 1/4 of the whole country, and the production of chemical fiber fabric accounts for 70% of the whole country. A large number of world-class textile processing and production equipment, large-scale textile specialized trading market, and the world's largest fabric production base are gathered in Shengze town.

In recent years, Shengze town has promoted the upgrading of the textile industry and completed the standardization work on the one hand, encouraged the upgrading of the existing water jet looms enterprises, and gradually replaced the water jet looms with the equipment of low pollution warp knitted, knitting, high-grade air-jet looms, etc., and encouraged the existing water jet loom enterprises to eliminate old looms through technological pformation of equipment, increase environmental protection investment, reduce the discharge of production waste water, enhance the level of enterprise environmental management, and upgrade a number of high-quality enterprises.

On the other hand, we should actively foster the introduction of new industries and promote the formation of new growth points beyond the textile industry.

Printing and dyeing is an essential part of the textile industry and an important part of increasing the added value of textiles.

Shengze's printing and dyeing enterprises are difficult to carry out pformation and upgrading due to environmental protection and other bottlenecks. This seriously restricts the sustainable development of the industry.

In this regard, Wujiang textile circular economy industrial park will take the construction of the "domestic recycling demonstration zone and industry benchmarking" as the core, focusing on "centralized layout, printing and dyeing into the park" as the breakthrough point to enhance the printing and dyeing and textile technology level, strengthen the public service facilities co-ordination service function, and strive to build the park into a domestic characteristic textile recycling economy demonstration garden with "orderly industrial concentration, intensive land use, advanced equipment technology, infrastructure sharing and recycling of resources".

Through printing and dyeing enterprises to concentrate on the park, make efficient use of land, optimize the layout of the space, and make unified planning and unified management, the existing printing and dyeing enterprises in Shengze town will be arranged centrally in the park, centralized water supply, centralized reuse, central heating and centralized disposal.

On this basis, enterprises should be encouraged to optimize the design and construction of printing and dyeing workshops, provide unified municipal services for printing and dyeing enterprises, co-ordinate the corresponding service areas for workers and employees, and uphold the sharing and co construction of public service infrastructure, fully embody the advantages of centralized layout of printing and dyeing enterprises, highlight efficiency priority, service sharing, and promote the coordinated development of new industrial parks.

At the same time, the textile industry in the cluster area will introduce new technologies, implement the "Internet +" of the manufacturing industry, take the initiative of intelligent manufacturing as the starting point, promote the "intelligent pformation" of the industry, break through the "development limit" of the industry, and promote the construction of the core elements of industrial innovation and development.
