The spot checks began in February of this year, mainly based on the "quality requirements for primary and secondary school student clothing" (SZJG16-2013), "infant and child textile product safety technical specification" (GB 31701-2015), and "national textile product basic safety technical specification" (GB 18401-2010) and other standard requirements. 28 mandatory items such as decomposable carcinogenic aromatic amine dyes, formaldehyde content and pH value of school uniform were tested.

In addition, the test added an additional assessment of the "instructions for use" in 2018 on the basis of some items of the "safety technical specification for textile products for infants and children" (GB 31701-2015).

The new test item "use instructions" is the main reason for the unqualified rate of the spot checks.

Just because of the "instructions", the number of substandard products was 18 batches, accounting for 62% of the total disqualification rate.

In addition, in the reasons for the unqualified products of school uniform, the coverage rate of "use instruction" is as high as 86.2%.

The failure to use instructions (labels) is mainly due to the lack of attention to the labelling of sample labels (tag and durability label), and no accurate and standard labeling is carried out according to the standard requirements.

Besides, the safety category is one of the most unqualified items in the spot checks.

The Shenzhen market supervision bureau pointed out in the results report of the random inspection: "user instructions (labels) is an important way for consumers to understand product quality information. Users usually purchase, wash and maintain information on the basis of information instructions on product instructions.

From the overall data, the spot check rate is the highest in Shenzhen since 2016, far higher than the 5.4% failure rate in 2018.

Except for the "instructions", the spot checks were 11 batches of unqualified products, with an unqualified rate of 13.7%, slightly higher than that in 2018, far below the 31% unqualified rate in 2016.

In addition, in 2018, the quality inspection batch of primary and secondary school uniforms in Shenzhen was 37, while in 2019, the batch number was 80.

The doubling of the number and the enlargement of the scope of the examination were also the important reasons for the failure rate of spot checks in 2019 slightly higher than that in 2018.
